Recently, especially given the consequences of COVID-19, external migration processes have become more intense. In Kazakhstan and other neighboring post-Soviet countries, a certain social imbalance is associated with the protracted transition period from the Soviet past to the social order and economy of the future. A widening gap exists between the countries of this region associated with geopolitics; for example, states have to choose the Western or Eastern geopolitical vector of development. Russia has a dramatic effect on the development, economy, and migration of neighboring states with a weaker economy. In this regard, the research focuses on the study of key drivers, factors, and reasons affecting this imbalance in the context of the social strata of Kazakhstan. Based on economic and statistical analysis methods, the study analyzes the current migration situation in Kazakhstan and the CIS region, assesses the level of adaptation of citizens of Kazakhstan to the changing environment and globalization that affects the young population; the mechanism of the influence of regional vectors of geopolitics on Kazakhstan is also determined. Apart from this, the current work examines the propensity of young people to migrate abroad (expressed using an integrated indicator) and provides a regression analysis of factors affecting its level. This allowed assessing the degree of influence of the youth unemployment rate and the general welfare of the country on the inclination to go overseas to find a better job. The paper concludes by arguing that the level of unemployment among the young population has a significant impact on its tendency to migrate. In particular, in Kazakhstan, migration abroad is primarily connected with the possibility to get better career prospects and living conditions provided by the host countries.The research results could be used to manage socio-political and socio-economic issues related to the migration of young people in Kazakhstan and neighboring countries and conduct further research related to analyzing macroeconomic indicators and other factors affecting migration processes.
Purpose ”“ The main purpose of the paper is to analyze the problems of legal regulation of relations in the field of electronic document management. Methodology/approach/design ”“ The paper employs methods of comparative law and analytical, which determine the possibility of integrating international standards for the regulation of electronic document flow. Findings ”“ Electronic document flow is becoming an integral part of the most diverse areas of economic activity of any enterprise. The document flow contains elements of the general law of regulation and reaffirms the necessity of following specific instructions. Its electronic form allows the information interchange between subjects of economical and legal activity. This defines the possibility of the formation of a separate branch of legal regulation in the document flow. The possibility of the structuring and correlation of an informational and another branch of the law for the aim of complex usage of an electronic document flow is viewed as a separate aspect. Practical implications ”“ Material of the article may be useful in matters of regulation of the legislative system of document management. Originality/value ”“ The novelty of the study is that the article examined in detail the mechanism of electronic document management in different countries.
The relevance of the article lies in the need to modernize the social protection system of Kazakhstan to solve the problems of poverty. The study aims to offer opportunities for the transformation and implementation of international experience in the field of social security in the legislation of Kazakhstan. Applying the legal comparative method, the authors identified the main parameters of the social protection systems of the European member states of the International Labor Organization and the Organization for Economic Co-operation and Development. Analysis of the development of legislation on social security and social insurance has revealed the possibility of transforming the legislation of Kazakhstan in accordance with foreign standards and suggest steps to be taken to build a welfare state: systematization and codification of legislation on social security and social insurance; the continuation of the formation of the legal framework for compulsory social insurance for temporary disability, for pregnancy and childbirth; updating health insurance legislation; legislative consolidation of specific criteria and standards that will allow more clearly determine the types and volumes of guaranteed social security.
