In modern science, there are a large number of techniques focused on the assessment of competitiveness through the analysis of certain resources in the region. However, accounting of human resources in such assessments is not used as a prior factor in identifying regional competitive advantages. Competitive advantages affect not only the efficiency of individual sectors of the economy but also the overall social and economic development of the country. Assessment of the competitiveness of the region should include one of the main parameters of the human resource development level. Therefore, the forecast for the competitiveness of the region should take into account the pace of human resources development. The methods used in Kazakhstan for assessing the competitiveness of a region considers only the assessment of human resources in its structure but do not take into account the level of their development over time, as well as the multi-factorial nature of their components.The work explains and analyzes rating model for assessing of the competitiveness of the regions of Kazakhstan (the National Chamber of Entrepreneurs of the Republic of Kazakhstan). The authors proposed a methodology for ranking the regions of Kazakhstan based on an assessment of the development of their human resources that affect the competitiveness of the region. It includes an analysis of demographic, labor and social and economic indicators reflecting the state of human resources.
The article examines the effects of influence of demographic policy on the formation and development of human resources in Latvia. The objective of the article aims to determine "weak points" of population system's policy and develop the conceptual proposals that will resolve existing disputes. The main indicators characterizing a demographic situation in Latvia are analysed. The results of the analysis indicate the existence of deep demographic crisis in Latvia. Without taking effective measures to improve the demographic situation, the population of Latvia will decrease dramatically. In the conclusion, the proposals on the increasing the effectiveness of the system of demographic policy in Latvia were put forward.

Therefore, there is a need for defining general components of these categories and areas, where human capital interacts with quality of life. Today, Latvia has been developing in difficult conditions: the population is decreasing, emigration is growing, possibilities of employment are limited, and the income of residents is decreasing. All these factors reduce quality of life for the population and lead to the loss of human resources in the country. The existence of a problem stemming from the relationship between quality of life and human capital establishes the relevance of the research and determines its aim. The main contradiction is between the external positioning of the state as a country successfully overcoming crisis and the growth of internal crisis in the state, leading to the further impoverishment of the population, leading to an increased emigration of the working population of Latvia. The main research question is as follows: how to preserve human resources in the state? Based on an analysis of post-crisis socio-economic processes taking place in the society, recommendations are made to improve the socio-economic policy in ways that improve the welfare of the population of Latvia.
