Türkler ilk yerleşim yerleri olan Orta Asya’dan başlayarak günümüze kadar farklı coğrafyalarda birçok devlet kurmuş köklü bir medeniyetin temsilcisi olan bir millettir. Gerek İslamiyet’in kabulünden önce gerekse de İslamiyeti kabul ettikten sonra kurulan bu devletlerin birçoğunun uzun ömürlü ve benzer teşkilat yapısına sahip olmaları ortak bir devlet geleneğinin olduğunu göstermiştir. Bu geleneğin başında devletin kurulma amacı gelir. Türklerde devlet, halka haktan alınan yetki ile adil bir düzen oluşturarak hizmet etmekle mükellef bir kurum olarak ortaya çıkmıştır. Dolayısıyla Türk devletlerinde yöneten ve yönetilenler arasındaki denge her dönem kanunlarla şekillenmiş bir sistem olarak tezahür etmiştir. İslamiyet’in kabulünden önce töre, İslamiyet’in kabulünden sonra ise törenin devamı niteliğinde olan örf-i kanunların yanında temelini İslam hukukundan alan şer-i kanunların, başta yönetenler olmak üzere herkesi bağlayıcı özelliğe sahip olması, devletin var olma amacı ile bütünsel bir ilişki kurmaktadır. Türk devletlerinde kanunların bağlayıcılığının yanında Türk siyasal hayatına yön veren ve gelenekselleşen kurumlar da bulunmaktadır. Bu kurumların başında ise istişare meclisleri gelmektedir. İslamiyet öncesi Türk devletlerinde kurultay ve toy olarak adlandırılan bu kurumlar İslamiyet’in kabulünden sonra idari yapı içinde divan ve meşveret meclisleri olarak yer almıştır. Bu çalışmada ilk Türk devletlerinden başlamak üzere Selçuklular, Devlet-i Aliyye-i Osmaniye ve Türkiye’nin yeni yönetim modeli olan Cumhurbaşkanlığı Hükümet Sisteminde istişare kurumlarının geçirdiği değişim analiz edilmiştir.
