The environmental compensation benefits of Xiaolangdi Reservoir is estimated based on the analysis of the impoundment of Xiaolangdi Reservoir in 2010, which helps increase the cultivated land, open up the tourist resort and reservoirs wetlands. The results show that the cultivated land compensation benefits is about 1155 million yuan; the tourism environment compensation benefits is about 4 million yuan; the wetland compensation benefits is about 66 million yuan . the environmental compensation benefit of Xiaolangdi Reservoir is about RMB 1225 billion yuan in 2010.
In order to understand the impact of reservoirs to water resource value more scientifically and rationally, and based on expatiating the study of water resource value theory, this paper reveals the mechanism of regulating reservoir changing water resource value, by some physical theory such as momentum and kinetic energy theory, as well as resource scarcity theory. It is that the reservoirs transfer the relative control pivot’s labor value to the flowing water resources, and change the scarcity value of regulating water resources, by dam working on regulating water resources. The paper provides a scientific basis for regulating reservoir obtaining compensation benefits.
To solve the indexes incompatibility when optimizing the reservoir characteristic tables, this paper combined all the indexes for the evaluation of reservoir normal storage water table into one index called superiority degree to standard evaluation set. It was used to represent comprehensive superiority of different reservoir normal storage water tables. Taking the Aertashi Reservoir normal storage water table optimization as a case study, the contrary degree and identity degree optimization model was applied. The scheme with normal storage water table of 1810m was chosen. The result shows that the reservoir characteristic tables optimization by the contrary degree and identity degree optimization model is reasonable and feasible. In addition, the model has simple structure and easy calculation.
