The reform of local self-government in Russia, initiated in 2003, led to the creation of a large number of municipalities, a comprehensive analysis of which showed that they are heterogeneous neither in terms of socio-economic development nor in terms of their own income security. Such a territorial change did not take into account many factors, and as a result, a large number of economically and financially insolvent territories were formed. Currently, there is a tendency to reduce the number of municipalities, in this regard, studies on the possibility of implementing measures to consolidate them are relevant. As a social institution, local self-government helps to find the optimal combination of the interests of the state with the interests of the municipality. The article reveals innovative organizational and managerial approaches to the consolidation of municipalities, which consist in the application of the institutionalization of the system of managerial relations, which includes the regulatory support of the process of local self-government, the system of regulation in the field of municipal relations, SWOT analysis of the process of consolidation of municipalities, etc. The development of inter-budgetary relations actualizes the problem of including local self-government in the system of federal relations, since the delegation of authority to manage settlements allows creating a system of financial and economic interaction between different levels of authorities. The prospects, opportunities and problems of creating the Cherepovets municipal district are identified. Based on the analysis of socio-economic data of the Cherepovets district of the Vologda region, the positive aspects of creating a municipal district are justified: increasing budget revenues by stopping the payment of “negative transfer”, optimizing the management apparatus of settlement administrations, effectively solving local problems, a unified approach to tax policy, optimizing costs by centralizing purchases, etc. There are also negative aspects of the transformation of the district into a district, which include: problems with the employment of municipal service settlements, the “remoteness” of the authorities from the population, the unsettled regulatory framework at the federal level.
The article examines the theoretical aspects of the development of entrepreneurial activity based on public-private partnership (PPP) in the regional economy. The organizational and economic mechanism of public-private partnership development in the regional economy is shown. Its main elements include: justification of the conditions for using financial resources for a PPP infrastructure project; creation of organizational bases for implementing the public-private partnership model; implementation of a set of management functions (planning, organization, motivation and control) in the conditions of the entire investment cycle; achieving goal setting and ensuring the effectiveness of the PPP infrastructure project in the interaction of the state and business. It is proved that the process of implementing public-private partnership includes elements of institutional support for this system: regulatory support for the PPP Institute; formation of a system of state regulation of relations in the field of publicprivate partnership; formation of an organizational and economic mechanism for managing the development of public-private partnership in the regional economy. It is revealed that the institutional regulatory framework in the regional economy involves the creation of a regulatory framework for the functioning of the system of interaction of public authorities and business structures, forming an open competitive environment for public-private partnership, identification of the openness and transparency of the system of relations of public-private partnerships. It is shown that the use of the public-private partnership mechanism will ensure the necessary growth rates in the regional economy. Implementation of infrastructure projects is one of the forms of avoiding “institutional traps” in the context of crisis situations in recent years. It is concluded that a necessary condition for the effective implementation of a regional public-private partnership PPP project is to find the necessary financial resources and ways to use them most effectively for the socio-economic development of the region.

The article examines the specifics of interaction between Russia and China in the format of the Shanghai Cooperation Organization, the process of creating and developing a regulatory framework in the interests of realizing the goals, functions and solving the tasks of multilateral relations in the Central Asian region. A detailed description of the internal political, economic and military situation in the region is given. The article describes the policy of balancing Russia in the complex, sometimes competitive relations of the member countries of the Shanghai Cooperation Organization. The results of anti-science measures are noted, the goals and objectives of Russia and China in joint activities are defined, as well as the various positions of these countries in the development of the association in the near future. The authors state that the existing regulatory framework governing the relationship between the participants of the organization needs constant improvement and development on a multilateral basis.
