The paper is dedicated to a philosophical consideration of the transformation strategies for higher education, particularly those revealed by the current Covid-19 pandemic. The situation of the latter is presented as a particular form of the general VUCA characteristics of the today’s world of uncertainty, unpredictability and qualitative complexity (‘supercomplexity’). It is argued that the main result of our acknowledgement of the VUCA situation in the world for higher education is the image of the developed human personality becoming the main value and at the same time the main goal of higher education. Under the conditions of volatility and ambiguity, any existing ‘ready-made’ knowledge, as well as any instructions for effective rational behavior, turns to be inadequate. Because of that, it is no longer sufficient to have a set of ‘competences’ as a final result of the educational process at today’s university. Higher education has to turn to developing in its graduates certain multidisciplinary qualities, like critical independent thinking and ability to create one’s own knowledge, up to aiming at an all-round development of cultured personality. The paper argues that the education of critical and creative thinking is closely related to the transition to student-centered learning, as each individual student is to become a full-powered subject of the educational process according to one’s own interests, abilities and curricula, with the role of a teacher starting to resemble that of a moderator, the one who is to help his or her undergraduates to navigate through the vast ocean of available information in order for them to choose and to create their own, personal knowledge. The latter task is especially enforced by the distant and online learning having become popular during the Covid-19 pandemic: that form of learning puts especially high demands on self-discipline and self-responsibility of a student’s personality, while presenting itself as rather a supplement than a replacement to more traditional forms of higher education with personal communication between student and teacher.
The publication provides a comprehensive analysis of the state and development of national education over the 30 years of Ukraine’s independence, identifies current problems in education, ascertains the causes of their emergence, offers scientifically reasoned ways to modernise domestic education in the context of globalisation, European integration, innovative development, and national self-identification. Designed for legislators, state officials, education institutions leaders, teaching and academic staff, the general public, all those who seek to increase the competitiveness of Ukrainian education in the context of civilisation changes.
У препринті на підставі системного осмислення теоретичних засад підвищення дослідницької спроможності університетів України в контексті імплементації концепції «Відкрита наука» розкриваються провідні тенденції та основні наукові підходи до розв’язання таких проблем, як: загальне й особливе в інтеграції освітньої і дослідницької діяльності університетів в умовах відкритої науки; політика і процедури імплементації концепції «Відкрита наука» в університетах; теоретичні основи підвищення відповідальності дослідницької діяльності університетів; інструментарій відкритої науки як механізм трансформації дослідницької діяльності університетів задля досягнення цілей стійкого розвитку; демократизація наукової діяльності як засіб підвищення дослідницької спроможності університетів України: ціннісні виміри; формування правового та економічного забезпечення дослідницької діяльності закладів вищої освіти; оцінювання дослідницької діяльності та публікаційної активності університетів; розвиток університетської дослідницької інфраструктури. In accordance with the “Program of joint activities of the National Academy of Sciences of Ukraine and the National Academy of Pedagogical Sciences of Ukraine FOR 2020-2022”, on November 29, 2022, a joint Round Table of the Institute of Higher Education of the National Academy of Sciences of Ukraine and the H. S. Skovoroda Institute of Philosophy named after of the National Academy of Sciences of Ukraine on the topic “Globalization of higher education (national and institutional levels)”. Three representatives of each institution took part from both sides and presented their achievements of recent years. The event was moderated by the professor of Taras Shevchenko Kyiv University Mykhailo Boichenko.
The article is dedicated to the analysis of the notion and phenomenon of ‘open science’ as a way to solve the paradoxes of the today’s science as a mass occupation, especially in higher education. In the absence of inner motivations for scientific investigations among both undergraduates and professional researchers, science becomes a ‘closed’ system, which turns into a profanation of academic activities and is deprived of connection with society in general. The concept of “open science” that has appeared in the public discourse in 2010s is presented as a complex multilayer phenomenon. The analyzes reveals that this notion combines the emphasis on behavior, practices and procedures (free and open public access to data, methods, research results and publications) on the ‘lower‘ level with the urge to create technological platforms, services and tools for scientists to enable their wide international and interdisciplinary cooperation on the ‘middle’ level and with the theory and values that would enable science to re-institutionalize itself in today’s society as a public activity on the ‘higher’ level. The values here refer to the classical scientific ethos: openness of science acts as an explication of the mertonian principles of universalism and communism as fundamental values of science. It is argued that the development of the ‘open science’ concept corresponds to the democratization of science in general: a truly effective academic activity could be based only on the moral imperative of each human person as an autonomous and creative subject of judgment and of reconstruction of the ideal of scientific ethos. At the same time, ‘open science’ partly resembles today a popular slogan actively used in public discourse and in various declarations, but the task of filling it with meanings and translating it into practices is still unsolved.
