FINANCIAL INCENTIVES TO ENERGY SAVING IN THE HOUSING SECTOR OF UKRAINE ФІНАНСОВІ СТИМУЛИ ДО ЕНЕРГОЗБЕРЕЖЕННЯ В ЖИТЛОВОМУ СЕКТОРІ УКРАЇНИ Urgency of the research. The problems of energy efficiency and conservation are priorities in Ukraine owing to inefficient energy policy of the state. Target setting. Residential sector in Ukraine is the largest consumer of natural gas and requires significant investment in thermo-modernization of housing. This fact leads to necessity of finding ways to enhance its energy efficiency. Actual scientific researches and issues analysis. In an article carried out examination of theoretical bases of internet-activities and defined the specifics of its taxation. The study found that the Internet is one of the most perspective activities, in the work revealed that Internet activity can become a significant source of filling the budget. In a study it is made by analysis of changes to market Internet activity and its fiscal capacity. The authors justify that the role of taxes in the national economic security repeatedly increases, the need to study the process of increasing the level of security of the tax as one of the main components. Based on the study of foreign experience, the authors recommend a post on Web sites of the subjects of Internet activity a distinctive sign (so-called «tags trust»). The authors found major flaws in the taxation of Internet activity and determined the main directions of improving its taxation as one of the elements ensuring tax security of the State.
The article considers the necessity of financial logistic coordination, which involves attracting financial resources in those subsystems of the territories that are most favorable for the rational use of socio-ecological and economic resources, their reproduction, achievement of socio-ecological and economic security and increase in logistics efficiency. It is determined that in order to solve territorial communities’ functioning issues and to ensure their development there is a need to combine local, state and private finances. Effective financial coordination will make it possible to use the resources of the territories efficiently, reduce the use of territories' external resources sub-systems and maximize the provision of their functioning by internal resources. The main resources, revenues and expenditures that provide financial logistics of the territories in Ukraine are estimated. The first results from the implementation of decentralization reform revealed a number of issues: the dependence of Ukraine's local finances on public finances, the social orientation of expenditures etc.. The necessity of completing the process of inter-budgetary relations decentralization and coordination was singled out. The authors identified necessary changes on the state level in order to improve coordination of financial flows and development of the territories. Financial logistics coordination at the local level should solve a number of problems: filling of local budgets with their own financial resources; regulation of prices and tariffs for utilities; increase of communal enterprises and institutions financing; increase of capital expenditures in the spheres of local governments improvement and modernization; investment attraction ; improve the use of local debt securities.

It is important to determine the impact of political cycles on budgetary policy in order to improve budget funding of Ukraine, accelerate reforms and stimulate economic development. Target setting. The assessment of Ukraine’s budgetary policy dependence on political cycles is important in terms of regulating the budget performance security and financial stability of the state. Dehtyarova, N. M. Lypko, Y. Mironovich, V. Nordhaus, V. Shevchuk. Definition of uninvestigated parts of general matters. Identification of interconnections and interinfluences of political cycles and Ukraine’s budget policy as well as effects of such relations remain insufficient. The research objective. The aim of the article is to determine the dependence of Ukraine’s budgetary policy on political cycles. The statement of basic materials. The article reveals the presence of the influence of political cycles in Ukraine on budget policy. The deterioration of the Ukraine's budget deficit and state debt indicators is analyzed. Based on econometric models the author proves an artificial increase in expenditures. It was found that the growth of social protection costs is a major factor of political cycles influence on the economy. The author also relates Inflationary processes before and after the elections to adjustments in monetary policy, which in turn requires coordination of fiscal and monetary policies. The author characterizes the challenges for the budget policy of Ukraine. Conclusions. The main challenge to the fiscal policy now is to settle indicators Ukraine's budget security com-bined with the financial support of the reforms in the economic and political life, despite the military conflict, shadow economy, the political crisis.
The article focuses on the importance of project management in the IT companies’ activity, which is determined by the specifics of enterprises offering digital products and business models, as well as the peculiarities of relationships between enterprises as participants of distribution channels. The study describes the main types of IT companies, in particular, identifies the advantages and disadvantages of each type of companies. Significant differences in the activities of product and outsourcing IT companies have been identified, the main conditions for successful positioning of product IT companies have been outlined, which are: participants in project activities, phases of the digital product life cycle and the chosen business model. The specifics of the enterprises' activity – manufacturers of products and the involvement of product IT companies in this activity have been determined to be promising from the point of view of income maximizing for the participants of vertical sales channels. The example of GMDH Streamline describes the activities of a product IT company that offers effective IT solutions, in particular for forecasting supply and demand, as well as inventory planning. The article describes the proposed GMDH Streamline software solution, namely the improvement of the ERP system, and the Agile approach used in the project management process. The proposed study can be a source of information for further research on the search for mechanisms to maximize the income of enterprises – manufacturers using modern software solutions to optimize stocks, as well as forecasting the demand and supply. Theoretical provisions highlighted in the article on the possibilities of building effective sales chains in terms of planning the costs of operating activities, in particular for manufacturers can have significant practical value for company management.
