This paper considers human resources to be important for the effective functioning and development of the organization in current socio-economic conditions. Corporate management involves the impact on people (corporate staff) primarily. The authors noted that the staff management assessment is a powerful instrument to increase the management process’s effectiveness. The normative documents of the Ministry of Health of Ukraine define the following methods of quality control of medical services: clinical audit and monitoring. The purpose of a clinical audit is to find opportunities to achieve high-quality health care. Continuous tracking of staff provides an opportunity to make effective management decisions and increase productivity. An adequate system for assessing the quality of medical staff should respond not only to the result of medical care but also to prevent defects. Personnel management in health care quality should be carried out to avoid mistakes in the provision of medical care. This concept is designed to create an internal structural quality management system. Therefore, it is essential to understand the assessment process and its interactions at different stages of the management process within the organization. In the paper, the authors determined ways to enhance the medical staff management assessment. The study presents the essence and features of medical staff assessment based on the general principles and methods for assessing the effectiveness of public and private medical institutions. The authors analyzed the medical staff assessment system in medical institutions and identified its features under medical reform. Besides, the study provided the investigation of the current state of the staff assessment of medical institutions. It analyzed the areas of concern in the methods and mechanisms of staff assessment. To investigate the current situation in the medical institution, the structure and movement of medical staff were analyzed. The findings identified the gaps in the current staff assessment system and the reasons for the low rates of nursing staff. The authors highlighted ways to improve the current staff assessment system in the institution through the social satisfaction criterion, interviewing the parturient women and configuration management of quality based on the PDCA cycle. The obtained results showed that the medical institution had different reserves available to increase the parturient women satisfaction with the level of medical services received.
Changes in the socio-economic processes of Ukraine, requirements for integration into the European educational space, and low competitiveness of industries lead to several priorities, including education reform and education policy changes. These changes should be linked to the policy of economic development, social protection, employment in a sustainable context. Additionally, European integration imposes special conditions on graduates, such as lifelong learning, communication skills, and teamwork. Therefore, there is a need to study public policy in education to determine its main directions, advantages, and disadvantages. At the same time, it is essential to involve social partners in developing, managing, and monitoring educational programs. Employers have a crucial role in avoiding unwanted migration due to loss of skills and due to non-specialty employment, for instance. The research aims to find best practices in reforming the education system that reduce the gap between employers’ expectations and graduates’ qualifications and, as a result, positively impact labor migration. The historical overview of reforming the Ukrainian educational system coupled with the migration growth was developed to reveal the patterns. Several different cases were presented regarding the reforming, as well as the best EU practices. Dual education is one of the most perspective forms of social partnership between employers and educational institutions that leads to creativity, practice-oriented learning, and, hence, the unemployment rate decrease after graduation. The rapid development of technology will lead to the disappearance of professions and the need to relearn every five years; approaches to the organization of learning must also change to meet the demands of modern times. The country of origin of dual education is Germany, whose pattern is considered the best practice, so Germany is the largest "exporter" of dual education management. That became a beacon of arousing interest in a third of the world in all macro-regions, some of which are experimenting with dual education implementation. However, the education systems of countries have significant differences due to social, economic, historical factors. It is impossible to completely copy the German pattern of the dual education management system in Germany due to the complexity and evolutionary stability of the relationship between stakeholders, but this leads to the need to find ways to adapt the "standard" to national contexts. The article presents the main points of spreading the stable principles of the German pattern in the countries of the world.
The Covid-19 pandemic has been a challenge for all countries of the world. Although the most negative impact was on public health, the pandemic also caused damage to the economic, social and energy sectors. The research puts forward a hypothesis about the differentiation of countries due to the impact of the Covid-19 pandemic on the economic, social and energy parameters of sustainable development. A negative impact on indicators such as GDP, the number of unemployed, electricity generation was identified. The following methods were used in the article to analyze the impact of the Covid-19 pandemic on the economic, social and energy parameters of sustainable development: systems analysis, deductive approach, regression and correlation analysis and extrapolation. Theoretical and empirical research show that the economies of countries were not ready for the negative transformation processes caused by the quarantine restrictions. The after-effects of the pandemic will manifest themselves for the long period without concerted action of governments, businesses and the international community. It will negatively affect the social and economic development of countries and undermine the progress towards achieving the sustainable development goals until 2030. This article will be useful for researchers, political elite and international organizations while developing the anti-crisis programs and programs for the social and economic development of the countries.
