Materials on a research of short-term instability as incidentally making uncertainty of the State primary standard phase angle between two voltages are provided. The program project of automation of process of measurement by the measuring instrument phase angle is developed. Measurements of parameters of a short-term instability of the phase meter are completed. The equation of measurement and budget uncertainty in the calibration phase of the standard is reduced. It is shown that automation can improve the value of the uncertainty of the state standards, which are published in the form of CMCs on the site of the BIPM, and involve a reference to international comparisons.
The phase is one of the main parameters of the oscillatory process in electric circuits and contains two components – constant and variable. More often, it is not the actual phase that is measured, but the phase shift angle (PSA) between two oscillating processes (voltages or currents) of the same frequency in the range from 0 to 360˚. Then the PSA is equal to the difference between the constant components of the phases of the two oscillations and does not depend on the start of the time count. Most of the modern methods of measuring the phase and PSA are based on the methods of discretization and digital signal processing – complex Fourier transform, least squares, etc. There are many varieties and improvements of these methods, which have different characteristics of measurement accuracy. The LabVIEW graphical programming environment has already become a general- purpose programming environment. Advantages of LabVIEW include simple networking, implementation of common communication protocols, powerful toolkits for process control and data fitting, fast and simple user interface design, and an efficient code execution environment. The article presents the results of the automation of measurements on the State Standard of the PSA between two voltages in the frequency range from 5 Hz to 10 MHz. Automation of precision measurements of PSA using the Lab- VIEW software environment provides advantages in comparison with manual measurements, in particular, reducing the time of measurement and processing of its results by at least three times. This ensures an increase in the productivity of metrological works; increasing their efficiency and quality, and the possibility of increasing the number of measurements (up to 1000), which allows for improve the root mean square deviation of not less than one and a half times, and reduce the overall standard measurement uncertainty, respectively.
The manifesto, both political and aesthetic, significantly marked the map of cultural history. The genre, steaming from approximately the beginning of the 19th century, has gone through a number of transformations in terms of form and content and reached its participative peak in the 1920s. Being established during the times of modernism, manifesto practice gradually decreased at the cusp of cultural epochs, thus resulting in being marginalized, parodied, and extruded from the present discourse. The article, narrowly focusing on the literary manifesto, suggests several reasons for the mentioned phenomena.Taking the two semantic aspects of a literary manifesto – performative and theoretic – the author explores their functioning in terms of the two representative movements of modernism and postmodernism. “The moment of the manifesto,” meaning the climax regarding the quantity of produced manifestos in times of modernist flourish, is explained by the collapse of a public sphere concept, the performativity of the epoch itself, and the prevalence of complex theoretical paradigms aiming at rethinking the literary canon. The postmodern fall concerning manifesto tradition is argued to be the result of the shift in theoretical approach and apparatus, associated with the linguistic turn in art and philosophy, while the performative aspect is claimed to be ruined due to such reasons as the acceleration of the literary process, inactiveness in terms of protest activity due to the post-capitalist reality, alienation from “the real” politics and the tendency to consider art more quality if being peripheralized.Therefore, the article elaborates on the need for manifesto practice in the 21st century as the manifesto is considered as the instrument of reconstructing and reviving the performative aspect, necessary for political emancipation. Also, noticing the present theoretic stagnation in literary studies, the author necessitates the resurgence of a manifesto as it may appear helpful in reinvigorating the field of literary theory.
Virtual and augmented reality technologies provide access to learning materials and improve the organization of a modern library’s media space. This article aims to identify the significance and role of virtual and augmented reality technologies in the modern library's media space organization. The research uses a university library case study methodology to empirically investigate virtual and augmented reality technologies. Virtual and augmented reality technologies provide research and improve learning outcomes by engaging students and learners with significant interest in such technologies. Libraries offer users the opportunity to create their VR content through available software. Students can test their VR content in the libraries’ labs. Libraries support access to a variety of virtual and augmented reality content. The content is accessed using “virtual reality headsets” for viewing and workstations with “authoring software and loanable 360 cameras” for creating. The library lab is a space to support students’ digital creativity and research through virtual and augmented reality. There are 3D Design Labs within the libraries as a medium to large group design learning spaces with virtual reality technology. Libraries form a media space where users can create videos, podcasts, portfolios, edit media, and book tours, and students and researchers can explore different scientific knowledge. In this way, technology ensures that risks in learning are minimized as opposed to hands-on seminars and classes.
