Legal protection for consumers from the circulation of food containing hazardous substances is increasingly felt to be very important, given the rapid development of science and technology that can have a negative impact on human behavior. The method used is to combine normative legal research and empirical legal research which is intended to be able to examine regulations relating to consumer protection and to find out the application of these regulations in society by seeking information directly, namely by conducting interviews with parties who then described in narrative form. The results of the research that have been carried out conclude that legal protection for consumers in Merauke Regency for each food product must meet food safety and quality standards by conducting laboratory tests on the food to be produced and distributed. Production Permits can be granted to business actors if they meet the requirements in the Food Law. The Health Service and BPOM also routinely monitor food and beverages circulating in Merauke so that consumers as consumers are protected from food containing hazardous substances. There are still many business actors who distribute food or drinks that are not suitable for consumption because the sanctions given are only administrative sanctions so that they do not provide a deterrent effect. polluting the environment.

The Merauke regency area has a village level government, one of which is Sota village which is one of the villages located on the border of the State of Indonesia and Papua New Gunea. One of the indigenous people who inhabit the Sota village area is the Marind Kanum Tribe. Administratively for community empowerment to increase income is one of the roles of the village government, especially for the indigenous people, the increase in income still needs to be increased Because the average income of the local community is still relatively low, therefore support from various parties including local government through the relevant agencies. The purpose of this study was to find out how the role and government of the Sota village in increasing the income of the indigenous people of Marind Kanum and to determine the extent to which the laws and regulations governed that. The results of this study indicate that the participation of the village government by assigning tasks to village officials is to provide training and aquipment assistance for business to local communities and transmigration which in this case is in accordance with Law number 6 of 2014 concerning Village Government. Penelitian ini bertujuan untuk mengetahui Perlindungan Hukum Terhadap Konsumen Atas Pelayanan Perusahan Air Minum Di Kabupaten Merauke serta untuk mengetahui Pelayanan PDAM Sudah Sesuai Dengan Undang- Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen. Penelitian ini dilakukan di Kantor PDAM PT WEDU Kabupaten Merauke. Metode penelitian yang digunakan adalah jenis penelitian Empiris (Field Research) atau Penelitian Lapangan dengan fokus kajian pendekatan Yuridis Empiris yang meneliti hukum dari perspektif eksternal. Objek dari penelitian ini adalah Tugas dan Fungsi dari Perusahaan Daerah Air Minum PT Wedu Merauke yang merupakan Perusahaan Jasa Air Minum di Kabupaten Merauke. Kajian dari Undang-Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen.Hasil penelitian penulis, terdapat permasalahan yang terjadi diantaranya adalah Perlindungan Konsumen adalah segala upaya yang menjamin adanya kepastian hukum untuk memberi perlindungan kepada konsumen. Pelanggan merasa dirugikan oleh PT Wedu atas Pelayanan yang diberikan PT Wedu, Diantaranya Air tidak mengalir, kebocoran bocor, meteran rusak.Perusahaan Daerah Air Minum (PDAM) Wedu telah berupaya maksimal meningkatkan pelayanan dengan Bentuk- bentuk perlindungan yang dilakukan Namunpengakuan dari konsumen bahwa upaya yang dilakukan PT Wedu belum terealisasi sampai saat ini, sehingga belum sesuai dengan Undang- Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen.
