The stages of modernization of Ukrainian NPP I&C systems are described in the paper. The first stage (1993—2000) was characterized by use of systems designed by foreign (including USA) companies. The second stage (2001—2011) was characterized by use of systems designed by Ukrainian companies. The modernization strategy is analyzed in two aspects: the strategy of operators and the strategy of I&C systems’ designers. Some features peculiar to the strategy of designers are: an aggregate of hardware, software and service apparatus called “hardware-software complex” (HSC) as central part of systems, which are delivered to NPPs in full assembly and are connected to peripheral equipment at NPP; use of FPGA for performance of safety functions; elaboration of new equipment families. The third stage starts in 2012 and is related to construction of two new units (Khmelnitsky-3 and 4). A new regulatory framework, including regulatory requirements, will be elaborated for I&C systems of these units.

Починаючи з 2002 р. журнал «Ядерна та радіаційна безпека» публікує серію статей, присвячених досвіду забезпечення й оцінки безпеки нових інформаційних і керуючих систем, впроваджених на АЕС України. У статті, що продовжує цю серію, розглядаються результати робіт ЗАТ «Радій» (м. Кіровоград) зі створення комплексу технічних засобів пожежної сигналізації та керування апаратурою автоматичного пожежогасіння (СПС) і застосування СПС при реконструкції діючих систем у приміщеннях енергоблоків №№ 1 та 3 Южно-Української АЕС.
Lessons learnt from severe accidents at NPPs are one of the main factors defining NPP progress. The paper is devoted to the consideration of these lessons in respect to instrumentation and control systems (I&C) of Ukrainian NPPs. The accident at Three Mile Island NPP has shown a lack of available methods of information presentation to personnel. The main conclusions of this accident in Ukraine was the creation (with support of USA organizations) of safety parameters display systems (SPDS), which were implemented at 11 units with VVER-1000. The tasks resulting from Chornobyl NPP accident for I&C systems mainly included the development of a new approach to ensuring safety culture by NPP personnel and I&C designers, state review of nuclear and radiation safety for all I&C important to safety, development of regulatory documents with requirements for I&C safety. The main challenges after Fukushima NPP accident were to perform stress-tests of I&C hardware, tighten requirements for I&C resistance to environment impacts, develop new systems (e.g., post-accident monitoring systems).

Within the concept of improving the regulatory and legal framework of Ukraine on nuclear and radiation safety, the paper justifies the need for separation of proven and generally accepted safety principles formulated in the legal and regulatory documents as obligatory (“regulatory”) requirements and “technical” requirements established in the standards of the operating organizations and/or codes of standard practices, which explain in details regulatory requirements from the documents of higher level.
The paper considers the results based on the development of first in Ukraine standards, regulations and rules on functional safety of instrumentation and control systems and their components, where the separation of regulatory and technical requirements is implemented.
