Цель работы -повышение эффективности моделей и методов проектирования структур инфокоммуникационных систем с использованием теории нечетких множеств. Функциониро-вание многих методов формирования структур инфокоммуникационных систем основано на допущении, что перечень всех входных параметров определен и четко сформулирован. Прак-тика показывает, что в реальности формирование подобного перечня затруднено, так как на функционирование систем инфокоммуникаций оказывают большое влияние социальные и экономические факторы. Информация о подобных факторах на момент формирования или модернизации структуры инфокоммуникационной системы часто бывает неполной и слабо формализованной. Неверный учет экономических и социальных факторов приводит к приня-тию неправильных решений в процессе развития структуры системы. В результате неправиль-ных решений компании связи теряют финансовую прибыль. В работе предлагаются метод формирования структуры системы и модель поддержки принятия решений, основанные на использовании искусственного интеллекта. Предложенные модель и метод обобщают опыт экспертов в области формирования и управления структурами инфокоммуникационных систем в виде функций принадлежности и базы знаний. В качестве входных переменных модели ис-пользуются такие параметры, как капитальные затраты, годовые эксплуатационные расходы, прогнозируемый годовой доход, имиджевый показатель проекта. В результате работы модели формируется балл оценки проекта по развитию структуры инфокоммуникационной системы, на основании которого принимается решение о дальнейшем его внедрении или доработке. Модель используется на двух этапах разработанного метода управления поддержкой и приня-тием решений в процессе формирования структуры инфокоммуникационной системы: на этапе предварительной оценки проектов перед выполнением технических и экономических расчетов и на этапе окончательной экспертной оценки проекта перед принятием решения о его финан-сировании.* Статья получена 7 октября 2015 г.
