This research examines perceptions of organizational uncertainty among Korean public employees during an administrative paradigm shift. Using the data from Korean public employees in the central ministries, this article explores the extent to which public employees perceive organizational uncertainty and how separate instances of perceived uncertainty are associated. The findings reveal four dimensions of uncertainty: structural and systematic; new administrative demand; job-related; and unpredictability in the decision-making process. In addition, all of these types of uncertainty are linked; new administrative demand uncertainty has a strong influence on the other three. This research concludes by suggesting the roles of leaders in solving uncertain aspects from an increased burden of administrative reform.
Résumé La présente étude examine les perceptions de l’incertitude organisationnelle parmi les fonctionnaires coréens à une époque de changement de paradigme administratif. C’est en nous basant sur les données issues des agents de l’État coréens au sein des ministères centraux que nous allons étudier la mesure dans laquelle les fonctionnaires perçoivent l’incertitude organisationnelle et comment les différents cas d’incertitude perçue sont associés. Nos conclusions font apparaître quatre dimensions de l’incertitude: structurelle et systématique; les nouvelles exigences administratives; celles liées à l’emploi; et l’imprévisibilité dans le processus décisionnel. Ces différents types d’incertitude sont par ailleurs liés ; l’incertitude liée aux nouvelles exigences administratives a une grande influence sur les trois autres. Nous conclurons notre étude en définissant les rôles que doivent jouer les dirigeants pour résoudre les aspects incertains découlant du fardeau plus important de la réforme administrative. Remarques à l’intention des praticiens Les gestionnaires publics doivent reconnaître que lorsque des réformes administratives et des changements organisationnels ont lieu, le personnel s’inquiète au sujet de ses perspectives d’emploi, des systèmes organisationnels et des exigences extérieures. Ces incertitudes organisationnelles perçues sont liées les unes aux autres : les emplois, les systèmes organisationnels, le processus décisionnel et les exigences administratives externes. Plus précisément, l’incapacité à faire face à des conditions environnementales incertaines a une influence négative sur le comportement des membres de l’organisation et se traduit, à terme, par un stress et une incertitude individuels au sujet de l’emploi. Les incertitudes organisationnelles ne peuvent pourtant pas être évitées dans les environnements administratifs changeants et transitoires. Les gestionnaires publics doivent dès lors prendre en compte et atténuer les aspects négatifs de l’incertitude organisationnelle en adoptant des approches et des pratiques innovantes en faveur d’une réforme administrative efficace.
