Este artículo propone diferentes acciones para mejorar la futura operación de los sistemas estratégicos de transporte público (SETP) implementados en ocho ciudades colombianas como parte de las metas propuestas en la Política nacional del transporte urbano. Han pasado más de diez años desde que se formalizó su implementación y, sin embargo, ninguno ha entrado en operación. En contraste, se ha generado un mayor uso de motocicletas y un surgimiento de plataformas tecnológicas que han favorecido y hecho más eficiente el transporte informal, en detrimento de la seguridad vial y la calidad del aire. En esta investigación, usando encuestas de preferencias declaradas, se estableció la percepción de fidelidad del usuario del SETP frente al uso de transporte informal. Las situaciones analizadas consistieron en responder qué modo de trasporte utilizaría el encuestado bajo las condiciones de tiempo de viaje, espera y costo del modo a utilizar. En cada situación se le presentaron al encuestado varios escenarios, los cuales correlacionan el costo, la duración del trayecto y el tiempo de espera. Además, mediante el uso de la teoría de la utilidad aleatoria se identificó que es posible modificar la tendencia creciente del uso de transporte informal, si se mejora la calidad del servicio del transporte público y se establece un subsidio a la tarifa para un determinado grupo de usuarios. Se estimó un modelo binario que incluyó la elección entre utilizar el transporte informal y el SETP subsidiado; también se incluyeron variables sociodemográficas como edad y estrato, que permitieron explicar mejor el comportamiento de los individuos, y, de esta forma, se pudo definir el intervalo del subsidio posible para reducir la tarifa. Los resultados obtenidos muestran que los subsidios a la tarifa están relacionados positivamente con el aumento de usuarios de transporte público, pero no tanto como una mejora en los tiempos de viaje y en el grado de cobertura. Este resultado muestra que una política tarifaria adecuada no solo se basa en una disminución de la tarifa, sino que debe abarcar el mejoramiento de la prestación del servicio.
The analysis of traffic problems in large urban centers often requires the use of computational tools, which give the possibility to make a more detailed analysis of the issue, suggest solutions, predict behaviors and, above all, support efficient decision-making. Transport microsimulation software programs are a handy set of tools for this type of analysis. This research paper shows a case study where functions and limitations of Aimsun version 8.2.0, a commercial-like European software and Sumo version 1.3.1, a European open-source software, are presented. The input and output data are similar in both software and the interpretation of results is quite intuitive for both, as well. However, Aimsun's graphical interface interprets results more user-friendly, because Sumo is an open-access software presented as an effective alternative tool for transport modeling.
