Bu çalışmada, deprem sonrası planlamaya yönelik bir lojistik ağ tasarımı gerçekleştirilmiştir. Bu tasarımda amaç, deprem sonrası hayatta kalan kişilerin, gereksinim duyulan temel insani ihtiyaçlara erişiminin en kısa sürede sağlanabileceği bir planlama yapmaktır. Bu doğrultuda, seçili bir bölgede yer alan her mahallenin insani yardım ve ihtiyaç skoru hesaplanmış, insani yardım ve ihtiyaç skoru hesaplaması üzerinden acil malzeme dağıtım merkezi lokasyonları tanımlanmış ve her bir mahallenin hangi dağıtım merkezine bağlanması gerektiği ortaya çıkarılmıştır. Lojistik ağ tasarımı optimizasyonu için iki aşamalı bütünleşik bir model oluşturulmuştur. İlk aşamada, her biri potansiyel bir malzeme dağıtım merkezi olma adayı olan mahallelerin, Analitik Hiyerarşi Prosesi (AHP) yöntemi yardımı ile insani yardım ve ihtiyaç skoru ortaya çıkarılmıştır. Sonraki aşamada ise insani yardım ve ihtiyaç skoru ağırlıklı ve uzaklık minimizasyonu amaçlı p-medyan modeli yardımıyla hangi mahallelerde dağıtım merkezi açılması gerektiğinin yanı sıra hangi mahallelerin hangi dağıtım merkezine bağlanması gerektiği hesaplanmıştır. Önerilen model, İstanbul ili Ümraniye ilçesi için, deprem sonrası süreçte insani yardım dağıtım merkezi kurma problemine uygulanmış ve model, farklı deprem senaryoları için yeniden kurgulanmıştır. In this study, a logistic network design for post-earthquake planning was developed. The purpose of this design is to develop a plan that enables earthquake survivors to access to basic humanitarian needs in the shortest time. In this direction, humanitarian aid and need scores were calculated for each neighborhood in a selected region, using the humanitarian aid and need scores emergency material distribution center locations were defined and distribution centers to which each neighborhood will be connected were identified. An integrated twostage model for logistic network design optimization is proposed. In the first stage, using Analytical Hierarchy Process (AHP), humanitarian aid and need scores of the neighborhoods, each of which is a candidate for a potential distribution center, were determined. In the next stage, with the help of humanitarian aid and need score weighted and distance minimization aiming p-median model, the neighborhoods in which the distribution centers should be located as well as the distribution centers which other neighborhoods should be connected to, were identified. The proposed model was applied to the problem of establishing humanitarian aid distribution centers in the post-earthquake period for the Ümraniye district of Istanbul province, and the model was reconstructed for different earthquake scenarios.
