Resumen: El nivel de vulnerabilidad está relacionado con el tipo de riesgo, el grado de amenaza y el nivel socioeconómico de la población afectada. Depende, por tanto, de la posibilidad que tienen los individuos o las comunidades de sobreponerse a la situación y del reconocimiento de la importancia que para ellos representan las posibles amenazas y las diferentes formas de afrontarlas. El presente artículo presenta los resultados del proceso investigativo desarrollado en el Altiplano Cundiboyacense de Colombia, con la pretensión de identificar la percepción que tienen los campesinos productores de leche sobre las afectaciones derivadas de la variabilidad climática en su sistema de producción, y los significados que le otorgan a "vulnerabilidad", "riesgo" y "amenaza". Se parte de su reconocimiento como sujetos y actores sociales protagonistas importantes del desarrollo de la comunidad rural en la que viven y conviven en el día a día.
La Corte Constitucional de Colombia, por medio del Auto 004 de 2009 y en el marco de la superación del estado de cosas inconstitucional declarado en la Sentencia T-025 de 2004, ordena, entre otras acciones, la formulación e iniciación de la implementación de planes de salvaguarda étnica "para cada uno de los pueblos identificados en la presente providencia". Son 34 pueblos indígenas, que incluyen los 4 asentados en la Sierra Nevada de Santa Marta: Arhuaco, Kankuamo, Wiwa y Kogui. No obstante, a pesar de que hace más de un lustro sus versiones se encuentran disponibles en el Ministerio del Interior, la noción de desarrollo comunitario indígena choca con los indicadores de desarrollo económico de los entes gubernamentales, que se alinean con la política macroeconómica capitalista. La metodología híbrida que aquí se expone, construida participativamente con las comunidades descritas, facilita la generación de proyectos desde su visión ancestral para que la innovación y el conocimiento científico se ponga al servicio del fortalecimiento de la autonomía, el autogobierno y las economías comunitarias. Se genera así una ruta metodológica hacia la inclusión de los pueblos ancestrales en la sociedad colombiana, en sintonía con su búsqueda permanente y continua del buen vivir.
