Zusammenfassung Die Bedeutung von Kinderarmut nimmt sowohl in Deutschland als auch international immer mehr Ziel dieses Beitrags ist es, ein Instrumentenset von möglichst effektiven Maßnahmen innerhalb des Steuer-Transfersystems und der Sozialversicherungen entwickeln, das es ermöglicht, Armut von Kindern verringern. Dazu werden verschiedene Ursachen von Armut herausgearbeitet, wobei insbesondere danach unterschieden wird, ob Armut erst durch das Vorhandensein von Kindern - aufgrund der Kosten oder wegen der Arbeitsangebotsbeschränkung - entsteht, oder ob andere Armutsursachen wie geringes Erwerbseinkommen oder Arbeitslosigkeit auch Kinderarmut führen. Es werden eine Reihe von Vorschlägen diskutiert, bewertet und (weiter-)entwickelt, die an den Ursachenkomplexen ansetzen, Letztlich werden fünf Maßnahmen vorgeschlagen, die geeignet sind, Kinderarmut deutlich reduzieren.
Poverty rates of women are usually not or only slightly higher than those of men. Th us the statement »poverty is female« cannot be confi rmed empirically. Th is is at least the case if the typical poverty measures are used. Nevertheless gender inequalities and low pay of women are a main source of poverty. Th is is shown for the case of Germany by empirical investigations of the relationship between individual earnings and poverty based on household income, both from a crosssectional and a longitudinal point of view. It appears that low earnings of women and reduced work during periods of child rearing are an important reason for poverty, though not only for women, but also for their husbands, even if they work, and for their children.
