Metropolisierungsdiskurse und ungleiche Entwicklung: Deutschland und der Ballungsraum RheinRuhr Die gegenwärtig in weiten Teilen Westeuropas zu beobachtende räumliche Redimensionierung von Staatlichkeit erfolgt in national-und lokalspezifischen Formen und mit jeweils besonderen politischen Strategien. In diesem Kontext werden im Folgenden der Versuch ein polyzentrisches Regime von Metropolregionen in Deutschland zu etablieren reflektiert und dabei speziell die Entwicklung des polyzentrischen Ballungsraums RheinRuhr zur Metropolregion kritisch beleuchtet. Im Mittelpunkt stehen die damit einhergehende Zunahme interregional ungleicher Entwicklung auf der nationalen Ebene und der Umgang mit dieser konfliktgeladenen räumlichen Redimensionierung. Concepts of polycentricity and networks take a central place in current thinking about the restructuring of urban regions. This academic discourse will be sketched in view of the search for synergies within the polycentric urban region RhineRuhr. The notion of synergy, which makes the whole network of cities more than the sum of its parts, will be discussed in the light of a fuzzy strategic concept that qualifies RhineRuhr as a 'metropolitan region' constituting a critical mass for international competitiveness on the one hand, but hardly any steps to implement this option on the other. In the final section, therefore, some ideas will be put forward to make regional strategic policies more compatible with both the problems of the specific polycentric structure of RhineRuhr as well as the latent synergetic potentials within this region.
RheinRuhr as a polycentric ”space of places“ in a ”space of flows“. Concepts of polycentricity and networks take a central place in current thinking about the restructuring and revaluation of urban structures. This academic discourse will be sketched in view of the search for synergies within polycentric urban regions such as RhineRuhr. This notion of synergy, which suggests to make the whole network of cities more than the sum of its parts, will be discussed in the light of the urban region’s role as a node in the space of flows. This will be followed by some empirical results of the recently finished research project POLYNET. In an internationally comparative perspective, the functional polycentricity of RhineRuhr will be explored by taking on board some findings from social network analysis in order to measure the connectivity of some main cities at different spatial scales. At the end we will argue that the activation of the latent synergetic potentials within RhineRuhr should gain much more weight in strategic regional development debates than it is currently the case.
