Niniejsza publikacja została opracowana z myślą o przybliżeniu wiedzy na temat negocjacji kryzysowych, ich roli i możliwości wykorzystania, stosowanych od trzydziestu lat przez polską Policję w postaci negocjacji policyjnych, wszystkim tym, którzy interesują się bezpieczeństwem państwa oraz służą w formacjach mundurowych, ale i nie tylko. Przez ten czas negocjacje policyjne – jako przede wszystkim narzędzie służące do rozwiązywania w sposób pokojowy często najtrudniejszych sytuacji, w czasie których bezpośrednio zagrożone jest życie lub zdrowie człowieka – ewaluowały, przybierając ostatecznie formę systemową, mogącą sprawnie i skutecznie dostosowywać się do zmiennych warunków i sytuacji, w których są wykorzystywane także na gruncie pozapolicyjnym. Negocjacje policyjne sprawdzają się bowiem także w prowadzonych działaniach innych formacji mundurowych, takich jak: Siły Zbrojne RP (Żandarmeria Wojskowa), Służba Więzienna, Straż Graniczna czy Państwowa Straż Pożarna. Oczywiście skala wykorzystania tego narzędzia przez wspomniane podmioty jest znacznie mniejsza i nie do końca sformalizowana na gruncie aktów wewnętrznego kierowania (przepisów resortowych). Warto jednak o nim powiedzieć nieco więcej, ponieważ z własnego doświadczenia wiem, że umiejętności sprawnej komunikacji oparte na technikach negocjacyjnych pozwalają nie tylko na skuteczną wentylację emocji i kontrolę własnego zachowania, co jest niezmiernie istotne szczególnie w sytuacjach trudnych, ale także umożliwiają skutecznie uzyskać czas na przygotowanie innych opcji rozwiązania kryzysu, kiedy np. niemożliwa jest lub mało opłacalna opcja siłowa. Po ponad dwudziestu latach stosowania negocjacji policyjnych nadal uważam, że idea negocjacji powinna być przekazywana wszędzie tam, gdzie może być stosowana w celu ratowania ludzkiego życia lub zdrowia.
