A smart public library holds crucial roles in the current fast-moving smart environment. This study defines what constitutes a smart library and outlines the critical challenges affecting the readiness of the library to adopt a smart library in developing countries. Using a case study encompassing documentation analysis and in-depth interviews with 13 public officials at the Regency of Bojonegoro, Indonesia, this study demonstrates that expensive ICTs expenditures does not necessarily mean achieving a smart library. The findings showcase that a smart library started from the innovative and inventive programs and services that are progressively geared toward achieving the library as a place for the co-production of knowledge. The findings further demonstrate that technology per se is not the most critical challenge for a smart library. The findings highlight data awareness, organizational issues, insufficient policies and regulations, and public concerns as more significant challenges to the adoption of a smart library than technological capability and infrastructure.

This study aims to determine the culture of corruption in the global government smart service system in the last 5 years, from 2018 to 2022. This research used a qualitative method with a library research approach. The research data was obtained from the Scopus database of 318 articles. Data analysis in this study used VOSviewer and NVivo 12 plus devices. Through 318 article documents, the results showed that the United Kingdom had the highest contribution of artistic documents, and the University of South Africa was affiliated with the highest number of document publications of the 10 other affiliates. The “moral and ethical” movement within government agencies is expected to restore trust in the community and create conditions for a social environment that rejects, even opposes, and punishes acts of corruption.
The conceptual model of smart societies has been aligned with smart offices, building and cities concurrently, which should concern various aspects of the individual such as attitude, behaviour and cognitive. In short, it should start from the fundamental and basic characteristic of human or bottom up approach not the other way around. In these concept, the new generation engages with the combination of smart energies, smart devices and smart transportations as the inheritance part of the advancement of smart system in the technologies utilization. For example, ubiquitous apps that provide rapid information about the direction to specific destination, the available spot to park, the reminder of respected area to avoid traffic congestion regardless the location of users. However, somehow, the utilization process often meet with failed in term of matching the user expectation with the system needs or, the most important thing, the readiness of current regulation to accommodate the trend changes and implementation of technology system. Thus, this study assess the interpretation of legal expert towards UU Adminduk (National Administration) by using content analysis through 21 selected coders from diverse background to gain more understanding of the complexity and reliability of the regulation. This act extremely necessary to govern the recording, changes, management and publication process of the personal data the purpose of national identity.
