Objetivo: Caracterizar la política cultural territorial de Manizales a partir del marco normativo y de planificación que la define, de las prácticas culturales y los símbolos e imaginarios que proyecta. Método: Incorpora el pensamiento trialéctico al método multicriterio para identificar tensiones entre diferentes agentes culturales, sus factores desequilibrantes y la búsqueda de nuevos equilibrios o mediaciones. Originalidad: Pensar emergente sobre lo cual se intenta aportar elementos hacia la identificación de alternativas multidimensionales para la construcción de líneas base de valoración y proyección para la gestión de la política pública cultural local. Resultados: Demuestra que la caracterización del territorio es esencial para su formulación y gestión integral participativa. Evidencia asimetrías en su diseño y gestión. Recomienda revisar la política cultural adoptada por decreto y sin consensos. Limitaciones: Alcance deficiente en la formulación de política pública cultural. Ausencia de un sistema integral de información cultural local para toma de decisiones
Cambiar es buscar algo distinto. Descambiar es volver a lo mismo incrementado -eso no aparece en el Diccionario de la Real Academia Española-. Es decir, en este caso, revolución que cambió a Rusia, para transformar el feudo-capitalismo hacia el socialismo con marañas de capitalismo aplazado. Pero ha sido inexorable el retorno al capitalismo globalizado en transición. En la generación colombiana de los años cincuenta, a pesar de ser de cunas distintas, nacimos tardíos. Un viento y fantasma, pregonado por Karl Marx desde 1848, impregnó el mundo, intentando cambios. Es historia de cambios para descambios, y fue el “fantasma del comunismo” el que se creía invadía a Europa.La producción y reproducción de la vida real ha estado en manos de élites e intelectuales orgánicos, compilada por historiadores “áulicos” y críticos. Hoy, está en manos de la superficialidad mediática informativa, falseando la historia individual y social, la memoria, soslayando así la historia permanente por excelencia, que cuenta su copia o imita no sólo historia individual sino historia social, oficial y no oficial. Historia que está hecha por presentes continuos individuales y sociales.Estudié en Praga (1990-1994). Tuve la oportunidad de asistir a la Caída del Muro de Berlín con la debacle de la Unión Soviética y los países de la llamada “Cortina de Hierro”: Bulgaria, Rumania, Checoslovaquia, Yugoslavia y Hungría, a pesar de que Hungría y Yugoslavia se habían desmarcado en parte del poder soviético.Este artículo presenta algunas experiencias sobre los cambios y descambios de revolución cultural producidos por la Revolución rusa en sus cien años de aniversario. Se apoya en fotografías inéditas de los cambios en Praga, que se relacionan con la reflexión sobre el tema.
El artículo caracteriza a las “casas de la cultura” o centros culturales en Colombia, como organizaciones gubernamentales o privadas, promotoras de proyectos e iniciativas culturales, a pesar de la ausencia de políticas públicas de fomento. Luego de la revisión de literatura sobre centros culturales y el impacto de políticas públicas aplicadas en Brasil, México y Argentina y de la comparación entre varias experiencias de casas de la cultura en municipios de Colombia, estas se ilustran como fenómeno institucional de alcance latinoamericano con amplia presencia en Colombia, analizando su desarrollo a partir de un análisis multidimensional de sus actividades, la infraestructura disponible y sus fuentes de financiación. Los autores demuestran que las casas de la cultura son esenciales en la vida cultural de los territorios colombianos, especialmente los más vulnerables, evidenciando asimetrías entre los municipios y dificultades locales para apoyar a las casas de la cultura, y recomendando adoptar políticas públicas específicas. Las deficiencias en la información oficial y las pocas publicaciones académicas previas limitan los resultados.
