Professor de planejamento estratégico na EAESP/FGV. INTRODUÇÃOA ampla e abrangente literatura sobre planejamento estratégico e mais especificamente sobre estratégia competitiva (EC) recebeu com a publicação do livro de Michael Porter uma contribuição de fundamental importância.É um dos poucos modelos, ultimamente publicados, que leva a questão da EC para o locus onde efetivamente ela se desenrola, qual serja, no âmbito do mercado ou da indústria da qual a empresa faça parte.O objetivo deste artigo é ampliar o escopo do referido modelo, partindo do pressuposto de que as forças básicas que interagem na EC de uma empresa ou das unidades estratégicas de negócios (UEN) de um conglomerado podem ser melhor apreendidas e sistematizadas a partir do entendimento da estrutura da indústria da qual faça parte.Objetivaremos mostrar também que determinadas indústrias têm EC, que denominaremos de estratégia competitiva inerente (ECI), que são próprias da sua estrutura de mercado e que, de certa forma, independem dos objetivos explicitados da empresa.Para compor este novo quadro, serão agregadas à formulação inicial as contribuições advindas da área de economia industrial, aqui baseadas principalmente em M. C. Tavares, M. L. Possas, E. A. Guimarães e J. Bain. MEIO AMBIENTE OPERACIONALDenominaremos meio ambiente operacional (MAO) o conjunto de agentes, entidades e relações que estão pró-ximos, mas fora do âmbito interno da empresa, cuja atuação e movimentação têm importantes reflexos sobre seu posicionamento e, em certo grau, sofrem também reflexos da atuação da empresa.Este conjunto de agentes que formam o MAO e têm importância decisiva na EC das empresas é representado por três grupos:-concorrentes e fornecedores de recursos;órgãos reguladores e normatizadores; indústria.A visualização desses três grupos que influem na definição da EC de uma empresa pode ser feita através da figura 1.A seguir, verificaremos como e quais os pontos dentro de cada um destes itens deverão merecer análise, para melhor compreensão da EC, centrando nossa atenção em termos da indústria, posto que os outros dois fatores são os tradicionalmente encontrados em todos os modelos de planejamento estratégico. INDÚSTRIARepresenta a parte fulcral, básica na determinação e no entendimento da EC de uma empresa. Como afirma E.
