This paper develops a reflection about the adoption stage of the model of management by competences in federal public universities, based on a review of the literature on the subject and results of the first stage of research involving the perspective of managers of people management units of these Institutions. From a sample of forty-seven universities, eight institutions were identified that adopted the model of management by competences, whose majority contemplates the model in the strategic level of management. As for the theoretical references adopted by these institutions, some are recurrent and perhaps indicate a possible adherence to the public sphere. Even so, in the sample it was evident that the competency management model, although not consolidated in the context of the federal universities, is under construction and, in the managers' view, some challenges need to be overcome related especially to: organizational culture, qualified personnel, limitations of legislation in the public sector, and budget constraints for system suitability. It is also identified that the process of expansion of federal universities requires new models of management and the competency management model is inserted in this modality. Toledo (1986, p.8) define Recursos Humanos como a função que norteia “um conjunto de princípios, estratégias e técnicas que visa contribuir para a atração, manutenção, motivação, treinamento e desenvolvimento do patrimônio humano de qualquer grupo organizado. Seja este grupo, ou organização, pequeno ou grande, seja privado ou público, desempenhe ele atividades de trabalho, de lazer, ação política ou religiosa”. Apesar da abrangência da conceituação, o nosso recorte no presente artigo delimita a função de recursos humanos em seus princípios, estratégias e técnicas vinculadas às organizações produtivas de trabalho. A proposta é refletir sobre o papel da função de Recursos Humanos, a partir de uma breve visão histórica, apresentando a seguir alguns dos seus “saberes e práticas” a partir dos subsistemas que hoje norteiam as principais responsabilidades, preocupações e atividades da área. Apresentam-se ainda alguns dos desafios contemporâneos que têm sido postos no cotidiano de profissionais que trabalham direta ou indiretamente na gestão de pessoas. A tese que tem mobilizado nossas ações enquanto pesquisador e educador, é que todo profissional é um gestor de pessoas, portanto, deve ter o conhecimento e a sensibilidade para lidar com as pessoas nas organizações. Independente da área de formação e atuação profissional, é consenso que em toda atuação direta ou indireta para o desenvolvimento de projetos há o envolvimento na condução de equipes. Todo profissional deve conhecer, portanto, princípios norteadores da administração de recursos humanos.
As transformações de uns seres em outros, de umas espécies em outras, correspondem em termos gerais ao grande simbolismo da imersão, mas também ao sentido essencial da diferença entre um indistinto primigênio e o mundo da manifestação. Tudo pode se transformar em tudo porque nada é realmente nada. A manutenção é outra coisa. Essa metamorfose em sentido ascendente afasta as aparências do movimento da roda das transformações e dirige-as pelo caminho da irradiação, para o "motor imóvel" do centro inespacial e intemporal.Cirlot (1984) Compreender a identidade humana tem sido um empreendimento priorizado em minha trajetória acadêmica e profissional. Desde minha inserção nos estudos pós-graduados em Psicologia Social, minhas reflexões têm priorizado a categoria referida, na perspectiva desenvolvida por Ciampa (1977, 1993). Já no decurso de meus estudos, em nível de doutoramento, preocupeime também em perscrutar outros aportes teóricos, que subsidiassem a ampliação dos estudos da categoria identidade. Desde então, constato a emergência da interdisciplinaridade em vários contextos acadêmicos e profissionais.Através de um exercício investigativo, que pressupõe a revisão e a construção de aportes teóricos que permitam a compreensão de um objeto de estudo complexo -a construção da identidade humana; tem sido preciso pautarme num campo de conhecimentos interdisciplinares que possibilite a *Doutor em Psicologia Social (PUC/SP). Dentre eles, vale mencionar as contribuições da Teoria das Representações Sociais, desenvolvida pelo psicólogo social francês Serge Moscovici; do Psicodrama, desenvolvido por Jacob Levi Moreno; o pensamento fenomenológico de Heidegger e Hurssel; o pensamento humanismo de Carl Rogers, alimentando um processo de busca de explicações acadêmicas, profissionais e pessoais.No particular aos estudos empíricos sobre identidade, implica resgatar as atividades e a consciência do sujeito, o movimento e a dialética da definição de si mesmo, investigar identidade -"Quem sou eu?", "Quem somos nós?" -implica enveredar pela pluralidade das cosmovisões de sujeitos, o pensar, o sentir, o agir humano (individual e coletivo), as ideologias; a fim de captar as representações e significações do seu "estar no mundo".
