El presente artículo expone una mirada de la realidad territorial de la comuna 8 de Medellín, en la cual se hace uso de los aportes conceptuales de Raffestin referentes al territorio y de Deleuze y Guattari relativos a la territorialización, la desterritorialización y la reterritorialización, así como de los aportes teóricos de Rogerio Haesbaert correspondientes a la multiterritorialización. Con base en semejantes conceptos se reflexiona acerca de los procesos que se dan en el territorio a partir de la relación entre la comunidad, la Policía Nacional y el crimen organizado. Se estableció que la dinámica territorial de la comuna 8 configura un ecosistema de relaciones en el que actores estatales, sociales e incluso criminales luchan por hacerse al control político, económico, social e incluso cultural del territorio.
El panorama de la seguridad pública en Colombia ha tenido cambios durante los últimos años. Las tradicionales amenazas a la seguridad nacional han marcado un desequilibrio de atención gracias al nivel de contención y neutralización desarrollado entre el Gobierno Nacional y las Fuerzas Armadas. Los investigadores sociales de la Dirección de Inteligencia Policial, a partir del análisis de datos recopilados en el marco del proyecto de investigación denominado El mundo institucional de las actividades económicas criminales, exteriorizan que en la actualidad, las demandas ciudadanas y las expresiones de violencia y criminalidad, se focalizan, especialmente, en los riesgos crecientes contra los ámbitos de protección relativos a la seguridad pública que tienen su mayor grado de expresión en los entornos urbanos.
Uno de los riesgos que empieza a visibilizarse como una preocupación a la seguridad pública es el arraigo territorial de actividades económicas criminales. No se trata solo de elecciones racionales guiadas por el interés de organizaciones delincuenciales en desarrollar procesos por fuera de la ley, dirigidos a la maximización de ganancias. Las implicaciones se extienden al establecimiento de nuevos órdenes sociales que transforman la interacción de los colectivos donde se instituyen. Hacer una aproximación a esta compleja problemática bajo la calificación sociológica de institución, aplicada a las actividades económicas criminales, apertura nuevas perspectivas de análisis.
