Este trabajo de titulación muestra como el IPVM en el Ecuador ha sufrido cambios a partir de las reformas tributarias desde el 2010, y desde la creación del IACV al siguiente año, en que la administración tributaria paso de gravar varios miles de dólares a millones de dólares en impuestos a la propiedad vehicular. El trabajo de titulación proporciona un análisis ex-post de los gastos tributarios generados por el IPVM, que previamente se identificaron aquellas concesiones que efectivamente son gastos tributarios, alineándolas con las políticas públicas que persigue cada concesión tributaria dentro del PNBV; permitiendo medir los costos fiscales estimados de los gastos tributarios, estableciendo el enfoque utilizado para el desarrollo de estas estimaciones, los análisis son efectuados por separado para facilitar el análisis de los gastos tributarios e indicar de mejor manera su rol en el sistema tributario proveyendo información detallada de cada uno. Finalmente, el análisis expuso en este trabajo de titulación, cuantifica el monto de gasto tributario, causado por las concesiones tributarias que persiguen objetivos de política pública contenidas en el, producido en la provincia de Santa Elena en el 2021.
