Prace Parlamentu Europejskiego (PE) VIII kadencji przeszły do historii. Unia Europejska (UE) w tym okresie (2014)(2015)(2016)(2017)(2018)(2019) zmagała się przede wszystkim z kryzysem migracyjnym i jego konsekwencjami, które okazały się być dużo poważniejsze, niż można było pierwotnie sądzić. Wzrost poparcia społecznego dla partii i ruchów populistycznych, antyimigranckich, a w konsekwencji często także antyunijnych, był widoczny w większości państw członkowskich. Powinno to być i rzeczywiście jest sygnałem alarmowym dla instytucji Unii Europejskiej, że dotychczasowy model i rozwiązania wyczerpały swój potencjał, a państwa członkowskie oczekują zmian.Parlament Europejski, którego rola i pozycja w systemie politycznym Unii Europejskiej sukcesywnie w procesie rozwoju integracji wzrastała, znajduje się dzisiaj w centrum europejskiego procesu decyzyjnego. Traktat lizboński uczynił z Parlamentu Europejskiego równoprawnego z Radą UE prawodawcę. To z kolei oznacza zwiększony wpływ Parlamentu na określanie polityk sektorowych UE, czyli wymierny efekt działalności Unii Europejskiej, poprzez który obywatele "obcują" z Unią na co dzień. Zdjęcie siedziby Parlamentu w Strasburgu bywa zestawiane z klasycznym obrazem Pietera Bruegela (starszego) przedstawiającym wieżę Babel (1563), bowiem w skład Parlamentu Europejskiego wchodzi 751 deputowanych pochodzących z 28 państw członkowskich, posługujących się 24 oficjalnymi językami; wielość krzyżujących i przenikających się interesów politycznych, narodowych, a często także osobistych dodatkowo może uzasadniać analogię Parlamentu do wieży Babel.Podczas prac Parlamentu Europejskiego VIII kadencji podejmował on szereg działań i inicjatyw, z których jedne kończyły się sukcesem, inne zaś porażką. W ocenie minionej kadencji PE najczęściej wymienia się dokonania związane z dalszą liberalizacją w ramach rynku wewnętrznego. W tym kontekście wspomina się o zniesieniu roamingu, zakazie geoblokowania, dążeniu do eliminacji tzw. podwójnych standardów oraz rozszerzeniu dostępu do szerokopasmowego Internetu. Jednak zakres podejmowanych działań i inicjatyw był znacznie bogatszy.
Aspects of the External Policy of the European Union Towards Turkey, Jordan and Lebanon in the Context of Migration CrisisThe aim of the article is to explore the processes of the policy of the European Union towards the three countries most affected by massive migration flows from Syria from 2011. Analysis of the legal acts and soft law documents of the European Union allowed to recognize the main mechanisms standing behind the EU external policy dimension. The results of the study have identified the process of externalization of the migration policy and external border management of the EU towards Turkey, Jordan and Lebanon.
Celem artykułu jest przegląd polityki Unii Europejskiej wobec Afryki w kontekście kryzysu migracyjnego w latach 2011-2017. Analiza źródeł w postaci aktów prawnych i dokumentów Unii Europejskiej pozwoliła na identyfikację zmian w wymiarze zewnętrznym różnych polityk unijnych adresowanych do państw afrykańskich. W niniejszej pracy skupiono są na przedstawieniu ram polityki Unii Europejskiej wobec Afryki. Następnie przybliżono zjawisko intensyfikacji migracji z tego kontynentu do Europy. Zaprezentowano także odpowiedź Unii Europejskiej na problem wzmożonej presji na granice zewnętrzne.
European Union towards Western Balkans in the Context of Migration Crisis 2015‑2019 The aim of the article is to analyse the actions taken by the European Union towards the Western Balkans in the context of the migration crisis. The study assumes that the migration crisis was an important factor accelerating the accession process of the Western Balkan countries to the European Union. In order to fulfil the research goal, an analysis of sources (European Union documents) was conducted. The paper uses elements of the theory of the regional security complex as a theoretical framework. Firstly, the activities of the European Union before the migration crisis are discussed. Next, the paper focuses on presenting the course of the crisis on the Western Balkan route. The further part of the study discusses the actions taken by the EU towards the countries of the Western Balkans in response to the migration crisis.
