Penelitian ini bertujuan untuk mengidentifikasi karakteristik ketahanan dan kerentanan pada kawasan informal di Kelurahan Kota Karang dan Kelurahan Kangkung dalam menghadapi dampak perubahan iklim. Perubahan iklim menjadi ancaman yang berisiko tinggi di masa depan, kejadian seperti banjir bandang, rob dan krisis air bersih akan terus memburuk pada area pesisir, dan masyarakat informal sebagai kelompok rentan akan sangat terdampak dengan hal tersebut. Metode pada pengumpulan data pada penelitian ini menggunakan metode indeepht interview, literature review dan observasi. Metode analisis data yang digunakan berupa analisis deskriptif kualitatif. Menurut hasil analisis bahwa kawasan tersebut telah berupaya dalam menghadapi berbagai guncangan dan tekanan, serta memiliki karkateristik ketahanan sebagai kapasitas penanggulangan dalam menghadapi dampak perubahan iklim. Namun itu semua belum mampu untuk mengatasi seluruh permasalahan yang ada.
This research aims to identify the characteristics of informal areas in Kelurahan Kota Karang and Kelurahan Kangkung and their vulnerability to the impacts of climate change. Climate change is a high-risk threat in the future, events such as flash floods, tidal flooding and water crisis will continue to worsen in coastal areas, and informal communities as a vulnerable group will be greatly affected by this. The method of data collection in this study uses the independent interview method, literature review and observation. The data analysis method used is descriptive qualitative analysis. According to the results of the analysis, the region has endeavored to deal with various shocks and pressures, and has characteristics of resilience as a capital of resilience in facing the impacts of climate change. However, they have not been able to solve all the existing problems.
Kawasan informal di pesisir Kota Bandar Lampung memiliki resiko tinggi terhadap perubahan iklim sehingga perlu adanya riset mengenai ketahaan kawasan informal terhadap dampak perubahan iklim yang terjadi. Metode pengumpulan data penelitian ini menggunakan questionnaire-based interview. Metode analisis data terdiri dari scoring dan pembobotan serta penentuan dimensi prioritas dengan metode analisis kuadran utama. Pada penelitian ini didapatkan bahwa terdapat 8 dimensi ketahanan yang tergolong rendah (0-40%) dan 1 dimensi ketahanan tergolong sedang (41-60%), dengan tingkat ketahanan dari yang paling rendah berdasarkan pembagian tiga daerah studi kawasan informal di Kelurahan Kota Karang dan Kelurahan Kangkung. Secara keseluruhan, tingkat ketahanan kawasan informal berada di tingkat ketahanan rendah (0-40%) dengan persentase ketahanan 27,7%. Peningkatan ketahanan dapat dilakukan dengan intervensi pada dimensi-dimensi kuadran I dan III yaitu infrastruktur dan lingkungan alam (infrastruktur bencana), pengetahuan risiko (pelatihan dan sosialisasi), peringatan dini dan evakuasi (rencana dan prosedur evakuasi), tanggap darurat (simulasi), dan manajemen sumber daya pesisir (pengelolaan sumber daya pesisir, konservasi mangrove, dan perilaku hidup bersih dan sehat).
Institut Teknologi Sumatera (ITERA) and Institut Teknologi Bandung (ITB) also Government of Lampung Province have launched the ITERA Astronomical Observatory or known with Observatorium Astronomi ITERA Lampung (OAIL). On 20 th November 2016, the coordinates of the observatory were determined 05 o 27' 71" S and 105 o 09' 39" E with height of 1030 above sea level. Development of OAIL area will be the center of education in science field especially in Atmospheric and Planetary Sciences. OAIL also will become the center of ecotourism in Lampung Province which can become a tourist attraction for the people in Lampung even outside Lampung. Therefore, it is necessary that management and development be directed so that the main function of the observatory is not disturbed. In this research will do assessment about OAIL area by distribute questionnaire to some related agencies to evaluate whether OAIL area can be a specific area or not. From 50 respondents, there are 35 respondents say that OAIL area is appropriate as a specific area and 15 respondents say vice verca.
At 20th November 2016, Institut Teknologi Sumatera (ITERA) and Institut Teknologi Bandung (ITB) also Government of Lampung Province have launched the ITERA Astronomical Observatory or known with Observatorium Astronomi ITERA Lampung (OAIL). The coordinate of the observatory is 05° 27’ 71” S and 105° 09’ 39” E and the altitude is 1030 above sea level. OAIL area will be the center of education in science and ecotourism in Lampung Province which may attract tourists. Therefore, management and development of the observatory should be directed so that the main function of the observatory is not disturbed. In this research we did assessment and evaluation of OAIL area to be a specific area by distributing questionnaire to some related agencies, expertise people (academy), and surrounding population. The results show that from total 83 respondents, 64 respondents choose that OAIL area is appropriate as a specific area and 19 respondents say that OAIL area is not appropriate as a specific area. From 19 respondents who do not agree, there are 8 respondents (almost 50%) from Regional Disaster Management Agency of Lampung Province.
