Metode hidrograf satuan sintetis adalah metoda yang populer digunakan dan memainkan peranan penting dalam banyak perencanaan di bidang sumber daya air khususnya dalam analisis debit banjir DAS yang tidak terukur. Metode ini sederhana, karena hanya membutuhkan data-data karakteristik DAS seperti luas DAS dan panjang sungai dan dalam beberapa kasus dapat juga mencakup karakteristik lahan digunakan. Oleh karena itu, metode ini merupakan alat berguna untuk mensimulasikan aliran dari DAS tidak terukur dan daerah aliran sungai mengalami perubahan penggunaan lahan. Untuk mengembangkan hidrograf satuan sintetis, beberapa metoda telah tersedia. Beberapa metoda hidrograf satuan sinteteis seperti cara Nakayasu, Snyder-Alexeyev, SCS, dan GAMA-1 sangat populer dan umum digunakan di Indonesia untuk menghitung debit puncak dan bentuk hidrograf banjir. Makalah ini menyajikan suatu pendekatan sederhana untuk menentukan hidrograf satuan tak-berdimensi yang konsisten berdasarkan prinsip konservasi massa. Hidrograf satuan dapat dibuat dengan menggunakan satu fungsi tunggal sederhana (HSS ITB-1) atau menggunakan dua fungsi sederhana (HSS ITB-2) yang dikombinasikan dengan faktor debit puncak yang dapat disesuaikan secara otomatis berdasarkan rasio antara luas DAS dan luas hidrograf satuan yang dihitung secara numerik menggunakan prosedur tabulasi sederhana.
Ketahanan air merupakan kemampuan masyarakat untuk menjaga keberlanjutan dalam pemenuhan kebutuhan air untuk berbagai keperluan dan mengelola bencana terkait air. Nilai indikator ketahanan air pada negara-negara di Asia telah dirumuskan dan dihitung oleh Asian Development Bank (ADB), namun ketahanan air pada tingkat wilayah sungai, termasuk juga ketahanan air irigasi masih belum dikaji. Irigasi di Indonesia merupakan pengguna air terbesar, dan oleh karena itu ketahanan air irigasi berperan penting dalam pengelolaan sumber daya air. Makalah ini merumuskan, menghitung dan memetakan ketahanan air untuk irigasi pada seluruh wilayah sungai di Indonesia. Metode yang digunakan untuk menghitung ketahanan air irigasi diadopsi dari ADB, kemudian dikembangkan sesuai dengan kondisi ketersediaan data dan karakteristik wilayah sungai di Indonesia, dengan asumsi bahwa masing-masing wilayah sungai kondisinya homogen. Disimpulkan bahwa ketahanan air irigasi pada wilayah sungai di Indonesia pada umumnya berada dalam kondisi “sedang”. Kondisi “sangat buruk” hanya terjadi pada wilayah sungai Ciliwung-Cisadane dan Progo-Opak-Serang. Kondisi “buruk” meliputi wilayah sungai Bangka, Belitung, Cidanau-Ciujung-Cidurian, Ciliman-Cibungur, Bali-Penida, dan Lombok. Upaya yang dapat dilakukan untuk meningkatkan ketahanan air irigasi adalah dengan mengembangkan dan meningkatkan kinerja jaringan irigasi, meningkatkan keandalan pasok air dengan pembangunan waduk dan embung, serta mengurangi tekanan penggunaan air dengan penghematan air.
Informasi mengenai jumlah air yang tersedia sangat vital dalam pengelolaan sumber daya air. Sayangnya informasi kondisi data hidrologi, baik data debit sungai, maupun data hujan keberadaannya sangat terbatas secara temporal dan spasial. Dengan tersedianya teknologi satelit, maka curah hujan pada wilayah tropis dapat dipantau dan direkam untuk analisis lebih lanjut. Makalah ini membahas perhitungan ketersediaan air permukaan berdasarkan data hujan dari satelit TRMM, dan selanjutnya dioleh dengan model hujan-aliran terdistribusi Wflow untuk memberikan data limpasan bulanan runtut waktu dari tahun 2003 sampai dengan 2015 untuk seluruh wilayah sungai di Indonesia. Disimpulkan bahwa jumlah ketersediaan air permukaan rata-rata di Indonesia adalah sebesar 88,3 ribu m3/s atau setara dengan 2,78 triliun m3/tahun. Angka ini lebih rendah dari studi Puslitbang Sumber Daya Air tahun 2010 berdasarkan debit di pos duga air yang menghasilkan angka 3,9 triliun m3/tahun, serta sangat dekat dengan kajian Aquastat FAO yaitu 2,79 triliun m3/tahun. Manfaat utama dari perhitungan berbasis satelit ini adalah bahwa di lokasi manapun di Indonesia, dapat diperoleh potensi air permukaan dengan mengalikan luas daerah tangkapan air dan tinggi limpasannya.
Synthetic unit hydrograph (SUH) methods are popular and play an important role in many water resources analyses of un-ganged watersheds. These methods are simple, requiring only an easy determination of watershed characteristics, such as catchment area and river length. In some cases, they may also include landuse characteristics and serve as useful tools to simulate runoff from watersheds undergoing land-use change. To develop a synthetic unit hydrograph, several synthetic unit hydrograph models such as HEC-HMS, Nakayasu, SnyderAlexeyev, SCS, and GAMA-1 are commonly used in Indonesia. In this paper, a new method for computing the synthetic unit hydrograph based on mass conservation principles is presented. This mass conserving synthetic unit hydrograph calculation procedure, called the ITB SUH calculation method, has been implemented in the development of ITB-1 and ITB-2 SUH. The unit hydrographs are synthesized by using either a simple single function (ITB-1) or using two simple functions (ITB-2) combined with automatic adjustable peak discharge factors. Some applications of the method in computing design floods of small-and medium-size catchment are presented. The results show that, although input requirements for the ITB SUH calculation method are simple and the calculation is easy, the final results agree well with other methods developed previously.
Sustainable Development Goal (SDG). Water management is making a balance between water for livelihood and water as a resource. Environmental Flow Requirement (EFR) is water conservation, on the side of the water for livelihood, to sustain the river ecosystem. In Indonesia, the common quantification of EFR is dependable flow Q95%. However, there are alternative quantities: a) Guideline of irrigation states that 5% from the available water in the river is for environmental purposes; b) Adoption of the Tennant Method of using 10% of the mean flow; and recently Food and Agriculture Organization (FAO) in the framework of SDG proposed that in Java Island the EFR is from 40% to 50% of the mean annual flow. This paper discusses several ways of quantification of the EFR in Indonesia, and apply the different EFR quantities to Citarum, Cimanuk, and Cimandiri Rivers in West Java. It is concluded that EFR quantity according to FAO that might be suitable for the rivers in the pristine catchments in the southern part of West Java is too high for the rivers in the northern part of West Java which is heavily populated and maturely developed. Furthermore, the dependable flow of Q95% is found to be close to the quantity of FAO, but in the dry season, Q95% is more suitable. It is recommended using a modified FAO that combine with Q95% during the dry season.
