O presente trabalho busca analisar os contratos habitacionais federais no Estado do Pará, no período de 2008 a 2015. O quadro teórico da pesquisa contextualiza a formação da cidade, a partir de um breve panorama que considera a relação da lógica capitalista com o processo de urbanização, demonstrando os problemas urbanos e as necessidades habitacionais que atingem a classe trabalhadora. A metodologia foi delineada em levantamento bibliográfico e documental, visando apreender reflexões acerca da política de habitação, especialmente no Estado paraense. As principais analises resultantes destas aproximações demonstram que os investimentos operacionalizados pelo Estado, se concentram em realizar a provisão de habitações, no entanto, esta pesquisa e outros estudos apontam que o Pará apresenta elevado índice de inadequação por carência de infraestrutura em todo Estado, tendo as pequenas cidades os piores resultados. Ressalta-se que os contratos analisados direcionam maior parte dos investimentos para o Programa Minha Casa Minha Vida, além de concentrar esses recursos nos municípios com porte populacional com mais de 150 mil habitantes. O maior desafio para a Política de Habitação no Estado é desenvolver e implementar políticas habitacionais concatenadas com a realidade local, considerando a diversidade e a particularidade dos pequenos municípios paraenses.
O artigo analisa o direito à moradia rural em pequenos municípios paraenses (Abaetetuba, Santa Izabel do Pará e Soure), por meio do Programa Nacional de Habitação Rural (PNHR), considerando aspectos socioeconômicos das famílias. A pesquisa é orientada pelo materialismo histórico e dialético, realizando levantamento bibliográfico, documental e de campo, com formulários e entrevistas semiestruturadas. Os resultados mostram que o PNHR oferece o acesso à nova casa; o sentimento de segurança; a existência de banheiro interno; os serviços de saúde e de educação. Por outro lado, as famílias relatam problemas de infraestrutura da casa e do entorno, além da dificuldade de pagamento da mensalidade. Conclui que o PNHR desconsidera as particularidades regionais, como a necessidade de compartimentos amplos de cozinha e pátio, com vistas à preservação da sociabilidade do modo de vida rural amazônico.NATIONAL RURAL HOUSING PROGRAM AND HOUSING CONDITIONS IN SMALL CITIES IN THE AMAZONAbstractThe article analyzes the right to housing in rural areas of small cities in Pará, Brazil (Abaetetuba, Santa Izabel do Pará and Soure), considering the socioeconomic characteristics of the beneficiaries of the National Rural Housing Program (PNHR). It draws upon the historical dialectical materialism and relies on bibliographic, documentary, and field surveys, when the authors conducted interviews. Data suggests the access to the new house, the feeling of security, the inside bathroom, the presence health and education services are positive aspects of the PNHR. Moreover, the downsides are the lack of urban infrastructure, poor quality of house construction, and difficulties in affording the monthly fee. It concludes the PNHR disregards regional particularities as the need for large kitchen and patio compartments, in order to preserve the sociability of the Amazonian rural way of life.Keywords: Rural housing in Pará. ResumoEste trabalho apresenta uma análise sobre o direito à moradia no âmbito rural em pequenos municípios paraenses, por meio do Programa Nacional de Habitação Rural (PNHR), destacando as especificidades relativas à realidade da Amazônia, com enfoque nas particularidades e na realidade local. O objetivo é demonstrar as respostas apresentadas pelo Programa considerando os aspectos socioeconômicos das famílias nessas áreas e as respostas que a política/programa apresenta em suas normativas e parâmetros legais. O estudo apoia-se em referenciais teóricos sobre a política habitacional no Brasil e na Amazônia e sobre a produção da moradia no Pará.
