Strategies for tourism in Cartagena were determined through the techniques of brainstorming and problem trees, with the aim of contributing to the improvement of the competitiveness of the activity in the national market. The research was qualitative, analytical, documentary and non-experimental, descriptive and crosssectional. For data collection, brainstorming and literature review was used to determine problems and challenges in tourism, based on the actors and documents or reports respectively. As a sample population, different tourism organizations and corporations of the city were considered, which were classified according to their role in the market.. The analysis was carried out by means of the technique and problem trees, in order to organize the newly determined in hot spots with the previous technique, to determine the main problem, consequences and subsequent solution strategies. The results revealed that the main problem was low income in the tourism Subsector, for which strategies were established such as: Use of technological means to stimulate and promote tourism products and services, Quality verification audits and incentives to promote the tourism market and Awareness campaigns together with preventive and corrective maintenance policies for the care of monuments and tourist sites.
The purpose of the research was to analyze the technological learning of the directors for the administrative processes in the University of La Guajira, which allows to accumulate technological capabilities, knowledge and technical skills. The research was of a quantitative type with non-experimental descriptive crosssectional design. The results showed that the technological learning variable obtained a mean of 3.6, indicate that the accumulation of knowledge acquired through experience and interaction with technology is moderate. It was concluded that technological learning facilitates directors' mastery of information and communication technologies to improve administrative processes.
