The article addresses the essence and peculiarities of state regulation of elite sport functioning in China. The elite sport in China holds pride of place in social life – politics, economics, international relations. It is shown that all activities in the field of sport, including the elite sport, are regulated by the Law «On Sports of the People's Republic of China». In China, state regulation plays a significant role in elite sport functioning and development, one of the main instruments of which is the state budget. The highest governing body for sports development in China is the General Administration in Sports Affairs, which is headed by the President of the NOC of China. At the state level, a set of measures aimed at effective elite sport functioning and development is being developed and implemented. It should be noted that centralized management with strict administration of sports development in China has made sport too regulated and unattractive in market conditions. Therefore, in 2014 the government formulated a plan to accelerate the development of the sports industry, stimulate sports engagement, increase the social significance of sport called “Measures to accelerate the development of the sports industry and promote sports engagement”. The program takes into account the implementation of a new state innovation strategy for elite sport development, which envisages investment in infrastructure, human resources, and research services in this area. According to this plan, the tax for large corporations that finance sport is reduced from 25 to 15%, whereas for the most active sponsors of sports – up to 3%. This plan has greatly contributed to the expansion of commercialization and professionalization of Chinese sport, attracting sponsors, especially for such sports events as football and basketball. The conducted study has revealed that the Chinese government is making serious efforts for the successful and dynamic development of elite sport in the country. State regulation in this field of sport is characterized, above all, by the presence of special legislation, a system of state bodies with powers, a mechanism of regulation and control. One of the most peculiar features of the modern Chinese system of elite sport is the transition from an extensive model of development to an innovative one.
The performances of Ukrainian athletes at the XXXII Olympic Games have been considered and analyzed. The analysis of studies aimed at investigating the problem of their preparation improvement has been performed. It is shown that the results demonstrated by the national team of Ukraine at the XXXII Olympic Games are presentable for the conditions in which Ukraine now lives. It is noted that today the system of development of the Olympic sports events in Ukraine is not optimal. There is an apparent shortage of modern training centers, inefficient budgetary and extrabudgetary funding, imperfection of statutory and regulatory, and organizational and managerial, scientific and methodological, medical, informational, and staffing support. Therefore, the strategy for the development of the Olympic sports events in the modern conditions of development of Ukraine necessitates the formation and scientific substantiation of conceptual bases for the successful dynamic development of the Olympic sports events. To assess the current state of functioning and development of the Olympic sports events, a PEST- analysis was conducted on fencing material. It is established that in the group of politico-legal factors the most significant is legislative support for the development of sports events in Ukraine; in the group of economic factors - financing and logistics of sports schools; in the social group - the level of coaching and teaching staff and working conditions in sports schools; in the group of technological factors - innovative technologies and their impact on fencing development. The results of the study indicate that fencing development is hampered by several macro-environmental factors and conditions that require certain reforms. As our study shows, the process of functioning and development of the Olympic sports events in modern conditions requires the formation of brand new economic foundations and the search for new organizational and legal forms of their functioning. In our opinion, this is a transition from the extensive model of sports event development, which is used in Ukraine today, to an innovative one. Thus, to ensure further capturing award-winning places at the Olympic Games, a model of innovative development of the Olympic sports events based on a strategic partnership between the state, public sports organizations, science, education, and business should be developed.
Analysis of Ukrainian athletes’ results at the XXXII Olympiad Games allows pointing out the factors of the weak performance of Ukrainian athletes in women's individual saber and epee competitions, as well as men's team epee competitions, despite the possibility of winning medals in these sports events according to many analysts including those of Infostrada Sports and other sports statistics experts. These, in our opinion, include an unsatisfactory level of efficiency of the process of reaching the peak of readiness for the Olympic Games; lack of psychological stability of athletes at the competitions; weak tactical preparation of some athletes. Based on the performances of athletes of the Ukrainian fencing team in Tokyo, a conclusion was made about the unsatisfactory level of athletes’ preparation for the XXXII Olympic Games. Only 20% of the national team members were able to realize their potential at the XXXII Olympic Games. The dynamics of the athletes’ results at the World Championships 2017 – 2019 indicates the need to use in the new Olympic cycle the planning, which is focused on our athletes reaching the peak of readiness for the Olympics: at first, the training should be aimed at the maximum stimulation of the growth of sportsmanship, whereas at the final stage it should be focused on its realization in the major competitions. It is shown that despite the unsuccessful performance of the Ukrainian fencing team in the Olympic Tokyo, this type of martial arts has significant potential for improving sports achievements at the XXXIII Olympic Games 2024 in Paris. It is noted that in the new Olympic cycle it is of crucial importance to identify candidates for the XXXIII Olympic Games as soon as possible and to create all the conditions for their full-fledged preparation. Thus, to ensure further winning medal places at the Olympic Games, it is necessary to improve the system of sports training in the Olympic cycle, which envisages participation in numerous competitions during the year to achieve a high level of readiness in the major competitions of triennial – the Olympic Games.
