In this article, we tried to estimate whether foreign direct investment in the Czech Republic, Hungary and Poland crowds in or crowds out domestic investment. We used a model of total investment that introduced, from the point of view of the recipient country, foreign direct investment as an exogenous variable. We found that for the time period 1990 -2000 there was an evidence of crowding out effect in Poland. In Hungary we found a crowding in effect for the time period 1990 -2000 as well as for the Czech Republic for the time period 1993 -2000.

Dlouhodobý trend směrem k rozsáhlejší regulaci je zřejmě určován dvěma skutečnostmi. Za prvé, bankovní trh se postupně posouvá od volné konkurence k oligopolní struktuře. Za druhé, vysoký růst produktivity práce ve výrobní sféře uvolňuje značné množství pracovní síly, která mimo jiné nachází uplatnění i v regulatorních orgánech. Uvedené procesy staví před ekonomickou teorii řadu otázek. Je regulace objektivně nutná z pohledu dosažené úrovně koncentrace a centralizace kapitálu? Představuje regulace vylepšení daného systému a je tedy posunem směrem dopředu, který nám umožňuje tzv. "postindustriální" společnost? Nebo je naopak rostoucí regulace projevem degenerace systému stále více zatěžovaného parazitujícími regulátory, kteří mimo jiné brání volnému vstupu do odvětví?Kromě dlouhodobého vývojového trendu můžeme pozorovat, že regulace bankovního sektoru má i svůj cyklický vývoj v závislosti na hloubce fi nančních krizí a délce růstové fáze hospodářského cyklu. Nyní, kdy žijeme ve fázi politického volání po přitvrzení regulace, je dobré si uvědomit, že řada navrhovaných regulačních opatření tu již někdy byla, postupem času však byla změkčena, přešla z direktivní do indikativní formy nebo dokonce byla zcela zrušena. Nástroje regulující likviditu bank s direktivním plněním předepsaných ukazatelů se běžně používaly ve většině vyspělých tržních ekonomik v šedesátých až sedmdesátých letech minulého století. Četné diskuse o kontrole "rychlého" pohybu spekulačního kapitálu a o nebezpečích spojených s fungováním neregulovaných daňových rájů, off-shore center, eurodolarového trhu, atd. jsou rovněž staré téměř padesát let. Podobně i Tobinova daň (Tobin, 1978) je již desetiletí evergreenem bojovníků s "nezdravými pohyby" fi nančního kapitálu. I v tomto kontextu vzniká řada otázek. Je liberalizace podnikání v bankovním sektoru nastoupená od konce sedmdesátých let výsledkem lobbistických tlaků "fi nančního kapitálu"? Nebo je to odraz zkušenosti, že "reálná regulace" je narozdíl od idealistických představ o fungování regulace neúčinná a dlouhodobě brzdící ekonomický rozvoj?1 Článek vznikl při řešení projektu "Nestabilita fi nančních trhů a efektivnost jejich regulace" GAČR P402/10/0289. Abstract:In case that a central bank is withdrawing excess liquidity, there arises a question whether the monetary policy based on repo operations (withdrawal repo) is identically effi cient as the monetary policy relying on repo rate connected with reverse repo (issuance repo) when central banks provide liquidity. The analysis of this problem is a main subject of the article. Authors develop microeconomic model of commercial bank behaviour, which is used for the defi nition of conditions when the interest rate policy of central bank based alternatively on repo rates for repo and reverse repo operations is effi cient. Statistical data (time series of 1998 -2011, monthly data frequency) are analysed and econometric verifi cation of alternative forms of econometric models is performed. The authors arrived at a conclusion that the Czech National Bank's monetary policy operating in conditions of excess liquidity withdrawal through repo operations is effi cient. In case of the Czech Republic an increase in repo rate on withdrawal repo should lead to an increase in interest rates of commercial banks and to a reduction in the credit activity of commercial banks and hence to the successful implementation of Czech National Bank's restrictive monetary policy.
