The interest of People’s Republic of China in the Arctic has been growing since late XX century. At present, it is translated into a number of projects of PRC jointly with Russia, exactly, in hydrocarbon extraction, use of the Northern Sea Route, investigation of climatic and ecological problems of the Arctic. At the same time, PRC is striving to play a more significant role in solving the Arctic issues, so in the future one should expect its active involvement in Arctic activities in all directions.
The increase of the Arctic’s energy status and specific economic and strategic importance of the Arctic sea lanes attract attention of many countries, including rapidly developing China. The article investigates in detail the directions of the Beijing arctic strategy, making an emphasis on analysis of the real and possible intentions of the Heavenly Empire China in this region. It shows that the economic and, above all, the energy interests are priorities in China's arctic strategy. The logistics and transport capabilities of the Arctic also arouse an increased interest of China. China has the most active and differentiated research program for studying the Arctic in order to respond to the negative effects of the climate transformations caused by arctic ice melting. This determines the active participation of Beijing in various international scientific and expert discussions on the Arctic's problems. The government of China considers the international legal activity to clarify and institutionalize the legal status of the Arctic as the most important task for itself in the Arctic race.
The article analyzes the hegemonic policy of the largest and most influential state in the world – the United States, supported under the justified concept of “peculiarity” and exclusivity of America. Using this term, Washington imposes its only “correct” and necessary policy for the development of countries and peoples. Showing numerous examples, the author exposes the deceit and duplicity of such a policy, its rejection by most countries of the world. The article is intended for specialists in foreign affairs and those who study the place and role of the United States in the contemporary world.

Использованы исторический и структурный методы политологии. Новизна ис- следования состоит в том, что СЕСЧ творчески развивает теорию марксизма, которая отражает взгляд на мир и человечество с точки зрения стран и народов, их культуры и религии. Проанализирована взаимосвязь марксистской теории с политической культурой Китая, основанной на традициях, китайских историко-культурных ценностях. Историко-культурное наследие Поднебесной обогащает и современную политическую культуру Китая, роднит её с марксизмом. Xi Jinping’s concept a community with a shared future for mankind is one of the significant Chinese philosophical and diplomatic strategies in the new era. The purpose of the article is to show how a community with a shared future for mankind is bound with the ancient Chinese concepts of political culture and Marxist philosophy. The authors use the historical and structural methods of political science. The novelty of the study is that the concept creatively develops Marxism, which reflects a view of the world and humanity from the point of view of countries and peoples, their culture and religion. There has been analyzed the relationship of Marxist theory with the political culture of China, based on Chinese traditions, historical and cultural values. The Chinese concept of a community with a shared future for mankind, enriched by Marxist principles, shows the interconnectedness and interdependence in the effective development of large and small countries, opens up the ways of resolving conflicts peacefully for the peoples and governments of various states, leads humanity to a universal prosperity. Chinese historical and cultural heritage enriches the modern Chinese political culture and makes it similar to Marxism.
