ResumoA avaliação da política de cuidados continuados integrados em Portugal por peritos e decisores em saúde enquadra-se no modelo sistêmico do processo polí-tico. Este obtém-se a partir de inputs organizados seguindo uma lógica de representação de interesses públicos, de negociação, na qual as partes tendem a convergir para uma solução consensual. Não se discute a substância da política, mas desenvolve-se uma apreciação normativa da mesma procurando responder à questão da sustentabilidade e da sua adequação às necessidades tendo como pano de fundo a perspectiva do risco como que agitando a eficácia e a eficiência nos resultados esperados. Este estudo permite, através de uma abordagem qualitativa apreciar o panorama do risco da rede nacional de cuidados continuados portuguesa, bem como interpretar esse fenómeno, a partir da teorização da informação recolhida. Neste sentido realizaram--se onze entrevistas aprofundadas a interlocutores de relevo na área da saúde, com experiência a nível nacional e internacional. Dados mostram que a manutenção dos cuidados de longa duração têm sido um dos principais tópicos discutidos na agenda política e que podem até assumir diversas opçoes de de financiamento. O discurso dominante expressa o desafio e custo da mudança, num momento em que esse nível de cuidados atinge um patamar proeminente no setor da saúde.
