This study had a threefold purpose. First, it sought to examine the opinion of three important stakeholders-employees, visitors and members of the local community-about the corporate social responsibility (CSR) practices of the theme park, Zoomarine Algarve. Second, this study evaluated the perceptions of the public regarding the impact of the company's activities on regional development and environmental awareness. Last, the study sought to understand if stakeholders' opinions regarding this company's engagement in CSR practices are related to the impacts attributed to Zoomarine Algarve's regular functions. The methodology comprised quantitative research based on a survey administered to convenience samples of the target groups (n = 405). The results reveal that stakeholders have an extremely positive view of the theme park's engagement in CSR practices and feel that it contributes significantly to regional development, as well as to raising the environmental awareness of visitors and local communities. The findings also show that perceptions of CSR engagement are positively related with perceived impacts.
The study here reported is part of a research project on surfing tourism in Aljezur supported by the Aljezur Municipality. 2 Governing locally for sustainability: Public and private organizations' perspective in surf tourism at Aljezur, Costa Vicentina, Portugal This study explores how a rural municipality of low population density and strong tourism intensity for the practice of recreational activities can exert a sustainable collective action in the policies and strategies of planning and development of local tourism. The study focuses on the case study of the municipality of Aljezur, in Portugal, and is applied to a dominant tourismrecreational activity, surfing. Based on a survey of relevant stakeholders, namely private and public organizations, it was possible to obtain indicators of local environmental, economic and social convergence. These allowed elaborating a proposal for a municipal sustainable management charter of the surfing tourism in the region. The conception of this charter and the consequent strategies moves the management of local tourism destinations to higher levels of institutional sustainability.
AbstractÉ objeto da presente investigação questionar e responder se a Diretiva 2015/2302, do Parlamento Europeu e do Conselho, de 25 de Novembro de 2015, sobre viagens organizadas e serviços de viagens conexos, constitui um elemento constituinte na integração jurídico-económica em rede da União Europeia. Tal desafio, não só reforça a dogmática da doutrina sobre Direito Comunitário do Turismo, mas essencialmente constitui uma abordagem ao diagnóstico de ferramentas, técnicas e instrumentos para o estudo da regulação do turismo como elemento constituinte de uma organização em rede dos Estados Membros da União Europeia, visão que tem sido pouco abordada, tanto na literatura científica, como nas próprias políticas e estratégias daquela organização em geral.As principais alterações introduzidas pela Diretiva passaram pela adaptação do regime aos meios eletrónicos de comercialização de produtos e serviços turísticos, com novas tipologias de atores no mercado e novos processos de contratação e vinculação, alargando-o a outras realidades até aqui carentes de regulação e desprotegidas na protecção dos direitos do consumidor, ora designado viajante.Propomo-nos proceder à análise crítica do diploma no que toca ao nível de harmonização que o legislador impôs na transposição, a fim de aferir se tal limitação à liberdade dos vários ordenamentos jurídicos nacionais tem, como consequência, vantagens para a organização em rede do mercado turístico e seus intervenientes, bem como à nova 1 vrmachado@ualg.pt 2 jvidal@ualg.pt 3 apcafe@ualg.pt 19
Purpose This study aims to understand how legislation and technology can enhance socio-economic development in low-density population territories, focusing specifically on the dynamics of local tourist accommodation over the past decade. Design/methodology/approach A case study was conducted for five municipalities in one of the most significant tourism regions of Portugal – the Algarve – based on a systematic investigation of relevant laws, regulations and electronic platforms. Official statistics were compiled and analyzed for the five territories’ registered local accommodation services, population, overnight stays and additional local services. Findings The results reveal that public entities’ regulations favor micro-entrepreneurship initiatives in local accommodation and that digital tools supported by online platforms have quite visible effects on low-density territories. The findings also reveal that the local tourist accommodation supply has experienced an especially dynamic, sustained growth over the past decade. This expansion has been accompanied by an increased supply of other services, suggesting that accommodation can positively influence the existing and/or future socio-economic development of low-density territories. Research limitations/implications Further studies focusing on other areas with low-density populations are needed to determine more clearly how local accommodation influences socio-economic development. Practical implications Public regulations supported by digital platforms that favor micro-entrepreneurship initiatives in local accommodation can strengthen local development. Originality/value To the best of the authors’ knowledge, this study is the first to analyze how local tourist accommodation can foster socio-economic development in low-density territories.
ResumoÉ objeto desteartigo questionar e responder se o serviço de alojamento turístico pode ser entendido como um serviço de interesse económico geral e de ordem pública. À visão tradicional do alojamento turístico como mero contrato de hospedagem retribuído entre dois sujeitos privados, acrescenta-se uma funçãode interesse público.Tal função enriquece a doutrina internacional e o estudo da regulação do alojamento turístico e do Direito do Turismo em geral, permitindo acrescentar-lhes uma dimensão jurídica pública, própria das novas dinâmicas da economia de rede. RESUMOÉ objetivo da presente investigação é o de questionar se a legislação do alojamento turístico pode se constituir, e de que forma, em instrumento importante na valorização do património cultural de um território, seja um país, região ou localidade recetora de turistas. Partindo da análise dos ordenamentos jurídicos de Portugal e Brasil sobre proteção e valorização do património cultural, a investigação utiliza uma metodologia comparativa, funcional e sistémica para análise e interpretação da legislação de alojamento turístico nos dois países. Em suma, pergunta-se se aquelas funções administrativas essenciais podem, pela via da referida legislação, serem adequadamente cumpridas e desenvolvidas por agentes privados deslocalizados no território, seja por empresários de alojamento turístico. Permite-se, assim, uma maior legibilidade das relações entre cultura e alojamento turístico, à luz de uma visão comparativa dos ordenamentos jurídicos, brasileiro e português. A análise da sua evolução histórica permite descortinar a existência de padrões normativos comuns na legislação de alojamento turístico nos dois países, concluindo-se pela existência de uma visão integrada luso-brasileira na função de valorização do património cultural, pelo alojamento turístico.
The intensification of tourism in coastal areas can increase planning problems, with potential conflicts amongst beach users affecting their safety perceptions and, ultimately, their tourist experience. Therefore, this constitutes an important concern for local authorities. The present study was conducted on an environmentally sensitive tourism destination located in a protected natural area in the Algarve, Portugal, with a quite significant level of surf tourism activities-the Aljezur municipality. In total, 245 surfers and 282 bathers were surveyed as these beach user groups have been observed to have a potential for intergroup conflict. Data were collected regarding their perceptions of personal safety, conflicts between beach users, and conflict management strategies. The respondents were also surveyed regarding how local authorities can provide strategies of soft law for a more sustainable management of surfing tourism. The findings revealed a consensus about the safety of Aljezur beaches and existence of perceived low conflict levels amongst beach users. The strategies more valued by respondents to promote surfing tourism development in the territory include the preservation of the natural resources and the developed of local regulation. Overall, these findings can be useful to the sustainable management of the surfing tourism in the territory.
A doutrina jurídica e científica sobre sistemas de governo aplicada a organizações de turismo carece de investigação. Estes sistemas, designados internacionalmente como corporate governance, são um instrumento importante para a análise da robustez e eficiência das organizações. O regime jurídico português das Entidades Regionais de Turismo, criado pela Lei 33/2013,de 16 de Maio é aqui estudado à luz dos princípios e normas de corporate governance. Conclui-se que o legislador enfatiza vinculações constitucionais de racionalidade técnica e unidade administrativa, mas desvaloriza princípios de descentralização, democracia participativa e autonomia financeira, o que pode afetar a viabilidade de um sistema de governo em organizações de turismo.
