РОЗДІЛ I Економічна теорія та історія економічної думки УДК 338.46:658.15 Віра Ліщук, кандидат економічних наук, доцент кафедри аналітичної економіки та природокористування, Східноєвропейський національний університет імені Лесі Українки, Регулювання природних монополій: теорія, механізм реалізації та сучасні тенденції У статті здійснено аналіз сутності та причин виникнення природної монополії. Визначено основні сфери діяльності природних монополістів. Узагальнено принципи регулювання ринків, суб'єктами яких є природні монополісти, та методи регулювання енергетичного сектору ЄС. Систематизовано напрями регуляторних змін в енергетичній сфері України. Ключові слова: природна монополія, принципи й методи регулювання, демонополізація, енергетичний сектор, регуляторні зміни.Постановка наукової проблеми та її значення. Рушійним чинником ринкової економіки є конкуренція, сутність якої зазнала змін. Зокрема, її розглядають як елемент ринкової структури, що визначає форму конкурентних відносин. Сучасні ринки, зазвичай, характеризуються недосконалою конкуренцією, а в окремих випадках може виникнути чиста монополія, різновидом якої є природна.Наслідки монополізму бувають неоднозначними. Здебільшого функціонування підприємствмонополістів спричиняє втрати як суспільству, так і споживачам, тому їхня діяльність регулюється державою. З іншого боку, природні монополії виникають унаслідок дії об'єктивних факторів, а їх функціонування може мати позитивні наслідки для споживачів. Тому держава, по-перше, має визначити ті сфери діяльності природних монополій, що потребують стимулювання конкуренції, а, по-друге, розробити такі форми їх регулювання, які забезпечуватимуть більш ефективне створення благ.
У статті здійснено порівняльний аналіз енергоефективності країн світу і джерел формування енергетичного продукту. Простежено тенденції в структурі енергетичних ресурсів України. Узагальнено основні стратегічні завдання політики створення енергоефективного суспільства в Україні, виявлено недоліки та запропоновано напрями вдосконалення
