There is not a single definition/explanation about market-orientation education. Two opposite definitions/explanations of pure market-oriented education (Cato, 2010) and social-market-oriented education (Amaratunga, 2009) are provided in the paper. Integrated multiple criteria analysis at the micro-, meso-and macro-levels are needed to increase efficiency of the market-oriented higher education reforms. Market-oriented higher education reforms management involves numerous aspects that should be considered in addition to making educational, pedagogical, didactical, economic, political and legal/regulatory decisions. these must include social, culture, ethical, psychological, environmental, technological, technical, organizational and managerial aspects. This article presents a Life Cycle Process Model of a Market-Oriented and Student Centered Higher Education (developed during BELL-CURVE (Built Environment Lifelong Learning Challenging University Responses to Vocational Education) project's activities) for such considerations and discusses certain composite parts of it. To demonstrate the application of this research, two Case Studies from Lithuania are submitted for consideration.
Santrauka. Daugelio Europos miestų centrų struktūra ir architektūra ėmė formuotis dar viduramžiais ar ankstesniais laikais. Šie branduoliai, vėliau tapę šiuolaikinių didmiesčių centrais, nuolat kinta: čia įvairiais laikotarpiais reiškėsi nykimo ir naikinimo tendencijos bei istorinės aplinkos savitumo išsaugojimo pastangos. Lietuvoje kompleksiniai istorinių centrų tvarkymo darbai buvo atliekami sovietinės okupacijos sąlygomis. Sovietinės imperijos uždarumas, ideologiniai aspektai ir valstybinė žemės nuosavybė lėmė tam tikrus architektūrinius sprendimus ir socialinių problemų sprendimo būdus. Atkūrus šalies nepriklausomybę, istoriniuose centruose ėmė reikštis daugelis Vakarų valstybėms būdingų problemų ir tendencijų, tokių kaip gentrifikacija, komercializacija. Tai pagrindžia straipsnio tikslą -išanalizuoti miestų centrų tvarkymo ir atgaivinimo patirtį Vakarų valstybėse, pagrindinį dėmesį skiriant socialiniams ir architektūriniams aspektams.Reikšminiai žodžiai: miesto centras, istorinė aplinka, paveldosauga, atgaivinimas. ĮvadasDaugelio dabartinių miestų ir didmiesčių, išaugusių dėl industrializacijos, praeitis siekia viduramžius ar dar ankstesnius istorinius laikotarpius. XIX-XX a. istoriniai miestai apaugo gyvenamaisiais ir pramoniniais rajonais, tačiau jų centrinė padėtis, savitas charakteris ir trauka daugeliu atvejų išliko. Išskiriami du svarbiausi miesto centro požymiai: centrinė padėtis kitų miesto dalių atžvilgiu ir svarbių administracines, ūkines, visuomenines funkcijas vykdančių institucijų susitelkimas jame (Vanagas 1996). Miestai nuolat kinta, taigi ir jų istorinių centrų užstatyta aplinka ir socialinė sudėtis nėra statiškos. Esama atvejų, kai nusidėvėjus dabartinių gyvenimo kokybės reikalavimų neatitinkantiems būstams, miestų centruose ima telktis žemesnių socialinių sluoksnų gyventojai, o neprižiūrima ir niokojama istorinė aplinka pradeda nykti. Pasaulinė patirtis rodo, kad radikali miestų centrų modernizacija arba visiška jų komercializacija taip pat menkina jų savitumą. Miestų centrų nykimo pavojus paskatino įvairių jų išsaugojimo iniciatyvų ir strategijų gimimą. A. M. Tung (2001) teigimu, "istorinių miestų gyventojai bijojo prarasti neįkainojamą ir kiekybiškai neišmatuojamą miesto dvasią, jaučiamą istoriniame miestovaizdyje". Lietuvos miestų istoriniai centrai tiek sovietiniais metais, tiek atkūrus nepriklausomybę patyrė daugelį šioms miestų dalims charakteringų pokyčių. Tai skatina panagrinėti miestų centrų architektūrinio tvarkymo ir socialinio atgaivinimo patirtį užsienio šalyse. Galima išskirti du darbo aktualumą lemiančius veiksnius -Lietuvos kaip pereinamojo laikotarpio pokomunistinės valstybės ypatumus bei architektūros ir visuomenės sąveikos svarbą.Architektūros ir visuomenės sąveika.
