This article aims to establish how effective it is to introduce information about innovative pedagogical knowledge into training courses, how educators perceive the latest educational research and innovations, practices of preschool educational space, how to motivate integration into professional activities; identified several characteristics of forecasting (attitude to innovation, alarming use of innovation, external barriers to integration of innovation into pedagogical practice, courses related to innovative pedagogical practices and previous experience, readiness to use innovative pedagogical knowledge in the space of preschool education). Empirical, statistical, and theoretical methods were used in this research. The result of this study is to prove that training programs for educators in preschool education, new pedagogical knowledge, and courses, related to innovations, have the effect of enabling preschool teachers to use innovations in their professional practice. A further perspective is the study of effective ways to introduce innovative pedagogical knowledge to teachers in the field of preschool education.
Статтю присвячено дослідженню комунікаційних стратегій в публічному управлінні та пошуку шляхів удосконалення процесів їх реалізації. Розкрито поняття комунікації, комунікаційних стратегій та комуні кативної політики. Досліджено феномен комунікаційних стратегій, їх сутність, ознаки та принципи, які складають теоретико методологічну основу. Відзначено, що комунікаційні стратегії є надзвичайно важ ливими для органів та організацій, які є суб'єктами публічного управління. Саме вони допомагають виз начитися з напрямом діяльності та трансформувати свою основну ідею у ключові повідомлення для кож ної аудиторії. Проаналізовані кращі практики формування та реалізації комунікаційних стратегій країн Європи, Північної Америки та Азії. У розвинутих країнах, налагодження та розвиток зв'язків з громадськ істю стоїть у пріоритеті, тому що головним завданням держави є задоволення потреб громадян. Ефек тивна комунікація можлива лише у тому випадку, коли чітко визначені ролі кожної сторони, тому основою для створення чіткого та стабільного діалогу є розробка комунікаційної стратегії. У статті розглянуто досвід Іспанії, а саме проєкт Consul у місті Мадрид, який став проривом у системі механізмів громадянської участі та довів, що брати активну участь у формуванні та прийнятті управлінських рішень можна знаходя чись у будь якій точці світу. Досвід Північної Америки представлено успішною реалізацією комунікацій ної стратегії Канади, що концентрує увагу на взаємодії з громадянами. Аналіз кращих практик Азії був здійснений на прикладі комунікаційної стратегії Бангладешу, яку можна назвати зразковою. Попри те, що реалізація відбувається на місцевому рівні, вона містить всі необхідні пункти, які повинні бути в кому нікаційній стратегії. Починаючи від правильно сформованої цілі до особливого підходу до кожної цільо вої аудиторії. Також у статті здійснено аналіз українського досвіду реалізації комунікативної політики, а також взає модію суб'єктів публічного управління з громадянами та іншими зацікавленими сторонами. Розглянуто досвід формування та реалізації комунікаційних стратегій, як на державному, так і на місцевому рівні на прикладі Верховної Ради та Мереф'янської міської ради. BACKGROUND AND OBJECTIVES. Problems of social responsibility of higher education institution gain particular relevance not only due to changes in the content and conditions of its functioning, but also due to the transformation of many fundamental tenets of higher education institutions' activities. The close relationship between the concepts of "corporate social responsibility" and "educational organisation" manifests itself as the responsibility of the state for the state of the educational system in the country and the responsibility of the educational organisation for the quality of education to its stakeholders.METHODS. The study was based on the principles of corporate social responsibility, sustainability theory and stakeholder theory.FINDINGS. We propose an innovation ecosystem model for higher education institutions, which represents a new organisational integrity and modern way of producing innovation, implemented within a dynamic and adaptive mechanism that creates, consumes and transforms knowledge into innovative products, using a common innovation infrastructure and common rules among system participants, oriented towards their mutual benefit.CONCLUSION. The identified close relationship between the concepts of ecosystem, innovation ecosystem and business ecosystem made it possible to propose a model of innovative educational ecosystem of higher education institution as a complex self-organizing, self-regulating and self-developing system. The provisions on the need to integrate the principles of corporate social responsibility and the principles of innovative ecosystem functioning implemented in higher education institutions have been substantiated.
Based on the analysis of scientific concepts and legal principles the author has provided the definition of information security, provision of information security in Ukraine and has characterized its components. The current state of legal regulation of the organization and activity of cyberpolice units of the National Police of Ukraine has been analyzed. Particular attention has been paid to the legal analysis of the tasks, functions and structure of the Cyberpolice Department of the National Police of Ukraine. Special attention has been drawn to certain shortcomings of Ukrainian legislation in the field of ensuring information security by the police, its compliance with the norms and standards of international law. Taking into account the specifics of the tasks, the author has provided characteristics of the functions of cyberpolice units in the information sphere, which should be divided according to the purpose into: 1) basic (external), which are focused on law enforcement and preventive aspects; 2) auxiliary (intrasystem), which are focused on promoting the implementation of basic functions, the introduction of appropriate management mechanisms within the system. It has been stated that the modern system of ensuring information security and cybersecurity in Ukraine should be one effective system, consisting of such mandatory components as legal, educational and technical. It has been concluded that in order to improve the legal principles for the organization and activities of cyberpolice units of the National Police in the field of ensuring information security and counteracting cyber threats, first of all, it is necessary to optimize the organizational structure of cyberpolice, reasonably distribute the functions (powers) between cyberpolice units and other subjects combating cyber threats in Ukraine, to create appropriate conditions for reaching a qualitatively new level of interaction between them and coordination of their activities in the field of ensuring information security in modern conditions.
The authors have presented specific features of providing funeral services in Ukraine. The emphasis has been placed on the fact that the quality of administrative services is a priority dominant in the development of society’s legal and social life. The authors have emphasized the importance of creating equal opportunities for the access to all services for all citizens, which should contribute to their quality. Particular attention in the process of legislative transformation taking place in various areas of legal regulation should be paid to one of the relevant areas – the provision of funeral services, which, although not included in the official list of administrative services, but have an administrative nature given the parties of their provision. At the same time, the issue of monopoly and corruption in the field of funeral services remains poorly studied. Particular attention has been paid to determining the definitive features of the administrative and legal nature of these services. Taking into account the current realities of reforms in all spheres of public life and the impact on the effectiveness of their implementation, the prevalence of acute respiratory disease Covid-19, the authors have analyzed the aspects of legislative and procedural irregularities in the sphere of providing funeral services. The monopolized and corrupt nature of the funeral services in Ukraine is among the main shortcomings of such a mechanism. It has been emphasized that among the problems that arise in this area are: 1) the lack of transparent information systems, which significantly complicates the mechanism of choosing a burial place, providing the necessary documents and creates corruption; 2) violation of the requirements of landscaping, the proximity of burial sites to human habitation, the lack of legally regulated options for bioburials, which causes the deterioration of the environmental situation.
