This article discusses whether BRICS, a leading global governance mechanism, can revive multilateralism, international law and interstate cooperation while providing stability at the global, regional and bilateral level. BRICS has created opportunities for addressing three core themes: politics and security; economics and finance; and humanitarian cooperation. It has evolved into an entity of like-mined countries, which connects people through vertical and horizontal ties, delivers impactful projects and builds friendships. BRICS interconnectedness keeps the group intact from issues such as China-India border conflict that could potentially disrupt BRICS unity. Moreover, the group was not designed to serve as a mediating body and clearly avoids being drawn into internal BRICS conflicts. To reach its full potential, BRICS must continue to expand the scale of cooperation in mutually beneficial issue areas and serve as a platform for cooperative projects for its citizens.
O artigo propõe uma análise aprofundada da evolução da ideia e conceito dos BRICS no contexto do jogo de poder internacional e das fontes de seu atual papel e lugar na arena global. Considera-se também a abordagem da Rússia em relação ao clube dos BRICS. Apesar de o país ter sido o primeiro a sugerir a ideia de encontros de alto nível entre os quatro países do BRIC, sua atitude inicial foi bastante reservada com papel muito limitado observado para o grupo. Entretanto, ao longo do tempo a Rússia passou a ver os BRICS (com a entrada da África do Sul em 2011) como principal fórum para coordenação política e econômica e como mecanismo essencial para a realização de sua política externa. Outro aspecto considerado neste artigo é o argumento muitas vezes apresentado por observadores externos que tentam sugerir que o BRICS é um projeto "deadborn child" [natimorto] ou que as divergências estão prevalecendo sem pontos em comum encontrados. Assim, as posições de cada um dos países BRICS nos aspectos da economia, finanças, comércio e política global são analisadas com as abordagens iniciais da proclamada "compatibilidade das economias dos BRICS". A autora revisa alguns dos exemplos de sucesso de coordenação dos cinco países dentro de outras instituições internacionais e os resultados alcançados, mas também olha para os casos nos quais os BRICS demonstram abordagens diferentes para um problema. No entanto, esta análise sugere que os BRICS, apesar de não terem posições e interesses idênticos, acreditam serem capazes de promover uma ordem mundial melhor, mais justa e mais inclusa.
Since World War II, with global breakdowns and new world orders, one of the topics that have constantly worried several countries is global security. As countries have evolved and modernized over time, due to globalization, the international system has become increasingly polarized, and increasingly fragmented. However, in the current context, one of the goals of countries has been to prevent the collapse of the world's most fundamental institutions and the dismantlement of world security governance. This paper focuses on BRICS actions towards the topic of global security, on how it should contribute on the maintenance of peace and security in the world, working in joint actions. The article also highlights the security management position of each constituent member of the bloc, showing possible pathways to protect and develop the BRICS.
