Desde la década del noventa del siglo pasado se hicieron explícitas unas políticas de la diferencia en los espacios estatales bolivianos (Postero, 2005;Paz, 2005a, 2006).1 Cuando hablamos de políticas de la diferencia nos referimos a la implementación de mecanismos de reconocimiento y tolerancia de la diversidad, cada vez más frecuentes al interior de los Estados del ámbito andino. Estos mecanismos de reconocimiento y tolerancia de la diversidad pueden esconder sutiles mecanismos de dominación bajo un discurso y unas prácticas incorporadoras y asimiladoras de lo diverso en el aparato estatal y en los circuitos de acumulación del capital.2 Se trata de unas políticas que pueden ser encontradas no sólo en declaraciones
