Eğitim, bireyi geleceğe hazırlayan bir süreçtir. Bu sürecin en önemli aşamalarından birisi de ölçme ve değerlendirmedir. Sürecin ve ulaşılan durumun ortaya konulması eğitimin verimliliği açısından gerekli bir durumdur. Ölçme ve değerlendirmede ise öğretmenlerin tutumu çok önemlidir. Sürecin iyi değerlendirilmediği bir çalışmanın hedeflere ulaşması zorlaşacaktır. Değişen Dünyaya uyum sağlamak ve geleceğin bireylerini yetiştirmek için bireydeki değişimi gözlemlemek ve önlemler almak gereklidir. Bu çalışmada öğretmenlerin tüm dünyada değişen ölçme ve değerlendirme yaklaşımlarını Kastamonu özelinde ortaya çıkarmak, öğretmenlerin ölçme ve değerlendirmeye yönelik tutumlarını belirlemek amaçlanmıştır. Ayrıca sahada olan öğretmenlerin ölçme ve değerlendirmeye yönelik bakış açılarının doğru tespit edilmesiyle, okullardaki ölçme ve değerlendirme etkinliklerinin tekrar yapılandırılması için gerekli veriler ortaya çıkarılmıştır. Araştırmaya Kastamonu ilinde temel eğitim ve ortaöğretimde görev yapan ölçme ve değerlendirme eğitiminde gönüllü olarak yer alan 203 öğretmen katılmıştır. "Eğitimde Ölçme ve Değerlendirmeye Yönelik Tutum Envanteri" (Attitude toward Educational Measurement Inventory) uygulanarak veriler toplanmıştır. Araştırma sonucunda genel olarak öğretmenlerin ölçme ve değerlendirmeye önem verdikleri görülmüştür. Ayrıca öğretmenlerin meslek hayatı boyunca daha fazla ölçme ve değerlendirme dersi almaları gerektiği, öğretmenlerin ölçme ve değerlendirmeye bakış açılarının yaş, cinsiyet, mesleki tecrübe gibi hususlarda değişkenlik gösterdiği ortaya çıkmıştır. Öğretmenlere yönelik ölçme değerlendirme eğitimlerinin uygulamalı olarak belirli periyotlar dahilinde gerçekleştirilmesi önerilmektedir.
