O artigo procura apresentar o contexto sócio-histórico onde ocorre a emergência de interesses sociais e econômicos em conflitos que restringiram ou dilataram as opções de ação disponíveis para os agentes envolvidos na questão dos recursos hídricos na Região Metropolitana de São Paulo. São apontados alguns constrangimentos estruturais e conjunturais construídos em um processo social de longa duração, onde o setor elétrico privado (Light & Power) comandou os usos das águas metropolitanas e condicionou a atuação de outros setores e o surgimento de novos atores sociais. Apontamos a congruência entre a emergência da defesa ambiental e a mudança no padrão político institucional por meio de novos paradigmas de gestão, que envolvem a tendência ao desenvolvimento da democracia participativa - comitês de bacia hidrográfica.
Este artigo apresenta um histórico das propostas para o abastecimento da cidade de São Paulo desde o final do século XIX até as três primeiras décadas do século XX. Foram recuperados os momentos quando o abastecimento de água surge como um problema social e quando as polêmicas em torno do uso do rio Tietê e o recurso a fontes distantes dividiram renomados técnicos.
