This article examines the economic and social evolutions in Brussels over the past two decades. Despite favourable economic evolutions during this period, the social situation has continued to deteriorate, with increasingly higher unemployment rates and growing social inequalities. Although this situation exists in the other major Belgian cities, it is much more pronounced in Brussels. This is due to multiple dynamics, including the evolution of the labour demand towards increasingly higher requirements in terms of skills, which plays an important role by excluding the least qualified people from the labour market. The aggravating role of the spatial concentration of disadvantaged populations -which is especially pronounced in Brussels -is also emphasised. The article ends with a discussion of the pertinence of regional policies, in particular as regards the emphasis placed on the international positioning of Brussels. La croissance économique sans le progrès social : l'état des lieux à Bruxelles L'article s'interroge sur les évolutions économiques et sociales de Bruxelles au cours des deux dernières décennies. Malgré des évolutions économiques favorables au cours de cette pé-riode, la situation sociale a continué à se dégrader, avec des taux de chômage de plus en plus élevés et des inégalités sociales croissantes. Bien que cette situation se retrouve dans les autres grandes villes belges, elle est nettement plus marquée à Bruxelles. En cause, de multiples dynamiques, parmi lesquelles l'évolution de la demande de main d'oeuvre vers des exigences de plus en plus élevées en termes de qualification joue un rôle important en excluant du marché du travail les personnes les moins qualifiées. On insiste aussi sur le rôle aggravant de la concentration spatiale de populations fragiles, particulièrement forte à Bruxelles. Dit artikel bestudeert de economische en sociale evoluties van Brussel in de laatste twee decennia. Ondanks een gunstige economische conjunctuur in die periode, blijft de sociale situatie verslechteren met werkloosheidscijfers die steeds hoger liggen en met sociale ongelijkheden die almaar toenemen. Hoewel zulks ook het geval is in de andere Belgische grote steden, is die situatie meer uitgesproken in Brussel. Dat wordt verklaard door een veelvoud van dynamische factoren, waaronder de almaar hogere opleidingseisen die aan de arbeidskrachten worden gesteld en die laagopgeleiden uitsluiten van de arbeidsmarkt. Die evolutie wordt nog versterkt door de ruimtelijke concentratie van kansarme bevolkingsgroepen, die zeer groot is in Brussel. Het artikel sluit af met de vraag of het Gewest wel een pertinent beleid voert, daar het de nadruk legt op de internationale positionering van Brussel. Van Hamme G., Grasland C. Onlangs heeft hij gepubliceert: InleidingIn de laatste twee decennia hebben de grote Europese steden paradoxale evoluties doorgemaakt: ze beleefden een grotere economische groei dan de andere types territoria, maar de sociale indicatoren bleven er verslechteren, in het bijzonder wat de kansarme bevolkingsgroepen betreft. Volgens een groot aantal auteurs werkt het hedendaagse economische groeimodel zelf de sociale polarisatie in de hand, in het bijzonder in de grote steden (Sassen, 1991;Hamnett, 1996). De theorieën over de complexe relatie tussen economische ontwikkeling van de steden en sociale polarisatie -en meer in het algemeen over de polarisatieprocessen -werden niet echt gestaafd met empirische feiten.De voorhanden zijnde gegevens wijzen erop dat Brussel soortgelijke evoluties als de andere grote Europese steden doormaakt, maar de empirische bewijzen ontbreken om een correcte balans op te maken van de sociale en economische evoluties die er zich voltrokken. Onlangs werd een studie uitgevoerd om precies die lacune weg te werken en de economische en sociale evolutie van de 5 grootste Belgische steden systematisch te bestuderen, waarbij een onderscheid wordt gemaakt tussen de centra en de werkgelegenheidsbekkens 1 .In dit artikel stellen we bijgevolg een vergelijkende benadering voor om de economische en sociale evoluties van Brussel in kaart te brengen en te verklaren. In concreto zullen we de volgende vragen beantwoorden:-is de economische situatie van Brussel verbeterd in de afgelopen twee decennia ? -zijn de sociale ongelijkheden toegenomen in die periode ? -hoe kunnen de vastgestelde evoluties worden verklaard?
