F-69365 valentyna.dymytrova[at]sciencespo-lyon.fr Open data et métropoles, les enjeux d'une transformation à l'oeuvre : analyse sémio-pragmatique d'un corpus de portails métropolitains Résumé. -L'injonction européenne d'ouverture des données formalise trois objectifs : ouvrir les données publiques (transparence) ; permettre aux citoyens d'y accéder pour leur faciliter la vie et la prise de décision (partage) ; soutenir le développement économique du territoire en fournissant ces données à des réutilisateurs qui s'en servent pour créer des applications (smart city). Sur la base d'une analyse sémio-pragmatique d'un corpus de portails métropolitains, complétée par entretiens d'acteurs du territoire, nous étudions leurs interfaces afin d'y décrypter les enjeux pour la métropole et ses acteurs et les contradictions qui surgissent entre les idéaux annoncés et la réalité des portails. Les analyses nous conduisent à la présentation des quatre types de portails. Cette typologie résulte des travaux de l'ANR OpenSensingCity, 14-CE24-0029. Based on a semio-pragmatic analysis and the interviews, the paper studies the interfaces of a corpus of metropolitan open data portals in order to understand the stakes for the Metropolises and their actors and the contradictions between the declared ideals and the realities of the portals. Both analyses lead us to the presentation of the four types of portals. This typology results from the ANR project OpenSensingCity, 14-CE24-0029.

En articulant les analyses du cadre de fonctionnement et du cadre d'usage (Flichy 1995) d'une plateforme Open Data basée sur des technologies du web sémantique, cet article expose les conditions de conception des outils de traitement des data et l'intérêt d'introduire des porte-parole des réutilisateurs dès la conception.
