O presente artigo analisa a Progressão Continuada (PC) no estado de São Paulo, sua gênese e desenvolvimento na década de 1990, a maneira como se apropriou de discursos internacionais e suas influências sobre as políticas públicas e educacionais do MEC: os PCN, a elaboração e a aprovação da LDB de 1996 e as Diretrizes Curriculares, etc. A pesquisa pautou-se por um estudo teórico e documental da PC e dos “ciclos” de meados do século XX no Brasil, França e Inglaterra. Concluiu-se que a PC é um regime político-pedagógico historicamente delimitado, apropriando-se da noção abstrata de “ciclos” para se legitimar. A PC subentende ou ignora os próprios fundamentos pedagógicos da noção de “ciclos” ou “organização escolar em ciclos”. Os “ciclos” no contexto da PC não cumpre a função progressista, pois se atrela e convém a uma organização social e a seu específico momento de desenvolvimento econômico-social.
