Аннотация Предмет. Статья посвящена развитию методических подходов к оценке финансовых рисков федеральных целевых и государственных программ Российской Федерации. Цели. Разработка инструментов бюджетного планирования и государственного управления рисками с использованием современных экономико-математических методов. Актуальность проблемы оценки рисков недофинансирования возрастает в последнее время ввиду снижения нефтегазовых доходов федерального бюджета и невозможности их быстрого замещения другими источниками. Методология. Исследование базируется на методах моделирования распределений вероятности и экономической оценке величины риска. В настоящей статье предлагается подход к оценке рисков недофинансирования мероприятий государственных программ, основанный на методологии Value-at-Risk. Оценивается как бюджетное, так и внебюджетное финансирование. Результаты. Предложен метод оценки риска недофинансирования мероприятий федеральных целевых и государственных программ из бюджетных и внебюджетных источников. Метод основан на современных представлениях о бюджетном планировании и использует новые способы получения управленческой информации из данных о реализации мероприятий государственных программ. Предложенный инструмент требует дальнейшей разработки для повышения качества получаемых оценок. Приводится апробация метода на примере ретроспективной оценки рисков недофинансирования ФЦП «Поддержание, развитие и использование системы ГЛОНАСС на 2012-2020 гг.» в 2012 г. Область применения. Результаты работы могут быть использованы для повышения эффективности бюджетного планирования при реализации федеральных целевых и государственных программ. Выводы. Принципы бюджетирования, ориентированного на результат, требуют применения новых инструментов реализации государственной политики, планирования бюджетных расходов и прогнозирования результатов. Предложенный метод оценки рисков может успешно применяться как один из современных инструментов бюджетного процесса.
