Abstract. At present the world faces exponential increase of amount and variety of data. The data received as a result of research is used in joint projects of different countries by applying specialized up-to-date tools including Big Data. The present article indicates both the development of method application and data analysis facility, and data management in financial collective areas, it points out unprecedented rapid expansion of spectrum of tasks which require the solution based on data received, accumulation of solving similar tasks experience and making it possible to use it in many disciplines. AnnotationThe article suggests a tool for the efficiency improvement in using budget funds in the region in the sphere of small business. This is the most important task in the current economic conditions, in which solution there is a possibility of making effective management decisions. The suggested method of regulation based on the analysis of social networks using BIG DATA technology can be effective in managing various innovative processes of economic development in the region, which are characterized by a variety of forms and a wide range of components and factors, as well as dynamic development and active transformation of life. Abstract. The development of a model for forecasting the competitiveness of territories requires using large amounts of stream data in real-time. The aim of this study is to develop the models and methods of management decisionmaking based on forecasting of competitiveness of territories. The objectives of this study include the identification of competitiveness factors, the development of a method of SMB management, the development of a model of competitiveness of territories using expert estimates, the presentation of information from the experts using the BIG DATA technology. The results of the study are models for making management decisions on competitiveness of territories using expert estimates and applying the BIG DATA technology. Practical outcomes include improving the quality and timeliness of making decisions on management of territories based on the model of forecasting of the region development.
The developed methodology provides a solution to two essential tasks, thereby revealing the gnoseological potential of Big Data technology: social forecasting in the three most significant areas of the information society based on a model which identifies conditions for social resonance; successful implementation of the social dampening procedure based on the use of appropriate management options using multimodal clusterization of social networks based on Big Data technology. The article suggests the tool that helps to increase work efficiency in the sphere of social dampening in the region. The proposed method of regulation may be efficient when it comes to the control of the regional social dampening processes which have variety of forms and broad range of elements and factors, as well as growth dynamics and active transformation of life activities. At the same time using modern products make it possible to evaluate and show changes on a real-time basis which can be useful for local government authorities.
