The site of the Zeya hydroelectric station is located in a gorge whose width at the water's edge is 350 m. The mean annual air temperature in the region of the construction site is --4.1~ the mean monthly temperature of the warmest month (July) is +18.6~ and of the coldest month (January) --30.1"C.The mean annual temperature during construction of the main structures varied from +0.4 to --2.5 ~ .An intrusive mass of dlorltes serves as the foundation of the structures of the hydrostation. The diorites are intersected by several zones of tectonic disturbances with a thickness from 0.2 to 3 m.The modulus of deformations of the foundation varies from 3-10" to 2.104 MPa and averages 1.3.104 MPa. The indices of the shear strength of the concrete with respect to the dlorites are: friction coefficient 0.70 and cohesion 0.03 MPa. The specific water absorption of the rocks is from 0.01 to 0.005 dmS/mln (in rare cases it was 1 dm'/mln~.The barrier of the Zeya hydrostation is formed by a buttress dam with a crest length of 714 m and maximum height of l12 m. The volume of concrete in the dam is 2,160,000 m'. The dam has a triangular profile with upstream and downstream slopes of, res~ectlvely, 1:0.15 and 1:0.8.The buttresses with a 7 m thickness on the spillway part and 5 m on the powerhouse part on the upstream side have massive heads. The thickness of the head varies with height from ii to 6 m. On the downstream side the hollows between the buttresses are covered with 3.5-m-thick slabs on the spillway part and 1.5-m-thick slabs on the nonoverflow parts [i]. The width of the spillway section is.15 m and of the powerhouse section 24 m.
In recent years the Zeya Hydroelectric Station Construction joint-stock company (Zeyag6sstroi) during construction of the Bureya hydroelectric station has experienced problems related to the country's difficult economic situation. Insufficient financing from the federal budget and difficult passage of mutual compensation inside organizations of the Russian joint-stock company EES Rossii (Unified Power System of Russia) and the Ministry of Fuel and Energy of the Russian Federation (Mintop6nergo) led to interruptions in the supply of the most necessary materials (cement and reinforcement) and to a long delay in wages.Nevertheless, during 1994 and first half of 1995 the construction project was able to reach a new stage of construction. Thanks to the activities of L. S. Kayulin', general director of Zeyag6sstroi, V. V. Shuplyakov, chief engineer, and A. I. Smirnov, director of the Bureya hydrostation under construction, under conditions of deep financing the construction project could put into operation the first phase of the main concrete and concentration plant; to open a broad field for placing concrete in the double foundation pits; to pass the May food with a discharge of 9650 m3/sec and June flood with a discharge of 7000 m3/sec; to prepare for assembling the guy bridge across the discharge canal for connection with the left bank; to prepare all auxiliary production enterprises and services as well as villages for the possibility of conducting intense construction and assembly operations for realizing the startup complex. The Bureya hydrostation with a capacity of 2 million kW and production of 7.1 billion kWh consists of a massive 140-m-high gravity dam and reservoir powerhouse (see the journal Gidrotekhnicheskoe Stroitel'stvo, No. 8, 1995 for a description of the design of the Bureya hydrostation). The total volume of concrete in the main structures of the hydro development is 3,514,000 m 3, including the 1,718,000 m 3 that must be placed before starting the first unit.As of January 1, 1995, 474,000 m 3 of concrete, prepared at the small concrete and concentration plant (CCP) with an annual output of up to 100,000 m 3, was placed in the main structures. The first phase of the large CCP with a productivity of 60,000 m 3 per month was put into operation at the start of the year. The chronic lack of financing and, as a consequence, a considerable increase of construction time and decrease of peaks and rate of conducting construction works, on one hand, and requirement of the rapid startup of the capacities at the Bureya hydrostation owing to a shortage of electric power in the region, on the other, led to the need to change the scheme of temporary streamflow diversion. In addition to the unflooded right-bank foundation pit existing for many years (the station part of the dam and powerhouse), the unflooded pit of the overflow dam is also prepared. In the summer the water passes through the left-bank canal with a bottom width of 45 m, providing passage of discharges with 10% probability. In the winter the canal is dra...
