In recent years the task of rearming the Armed Forces of Ukraine with the latest or modernized technological samples of weapons and military equipment has become extremely relevant. In turn, an important stage in the life cycle of military products is their testing. The quality and timeliness of mass tests are largely determined by the effectiveness of the overall testing activities organization and the automation of all processes, including the management of personnel’s testing organization. The article discusses the problem of automating the formation of brigades at various stages in testing the weapons’ samples and military equipment in terms of forming a test’s list of test engineers who can independently perform technological operations for testing a sample. The basis of the proposed approach is the register of competences which determines the sufficient level of personnel qualification in relation to one or another type of weapons and military equipment. The general principles and features in the selection of test engineers to the test crews are formalized. The main criteria for appointing specialists to certain stages of testing have been formulated. The register’s logical structure of personnel competencies is proposed and examples of correspondence logical expressions of the competence of an individual test engineer to the tasks at different stages during the test are given. The proposed approach is consistent with the algorithm for the automated formation of test teams which is proposed to be used in the automated system of supporting OVT tests. It can be expected that the automation of the personnel management subsystem will ensure a reduction in the time spent on appointing a team and the preparation of relevant management and accompanying documents, ensure compliance with the tasks of testing OVT samples and the competence of testers and establish an effective analysis system and assessment of the personal qualities compliance of personnel.
The article addresses the issues of improving the flight operating safety of aircraft at the landing approach stage and the significance of radio-technical support (including such its component part as lighting equipment) for fulfilling this mission. The state of equipping of the aerodromes of the State Aviation of Ukraine with lighting equipment that would meet compliance with modern requirements was analyzed. The expediency of bringing the characteristics of aviation technology to the requirements of the International Civil Aviation Organization (ICAO) by its equipping with appropriate equipment of domestic and foreign production was confirmed. The issues of the relevance of research on equipping of the aerodromes of the State Aviation of Ukraine with lighting equipment that would meet the minimum requirements of ICAO (International Civil Aviation Organization) were covered. Capabilities of the military-industrial complex of Ukraine in the sphere of development and manufacturing of ground-based lighting facilities for landing using an element base that is employed in the Armed Forces of Ukraine were investigated. The general purpose of the lighting facilities of the aerodrome was given. Critical conditions under which the use of a glide visual indication system that leads to improved flight safety of aircraft at the approach stage were covered and summarized. Varieties of the glide visual indication systems, analogues of which can be used at the airfields of the State Aviation of Ukraine without significant changes in the existing circuits of lighting equipment, were considered. The typical layouts of the glide visual indication systems were given. The requirements for the manufacturing, installation of the wing bar and the algorithm for determining the position of the aircraft relative to the glide by crew were considered.
The important operations while testing weapons and military equipment samples are the calculation of quantitative plans for measuring stochastic quantities. A feature of weapons and military equipment testing is the desire to ensure the estimation maximum quality of the stochastic parameters of the tested sample with significant limitations in the possibility of conducting a full series of experiments due to a number of reasons. As a result, there is a need to assess the quality and reliability of the obtained test results. In addition, the calculation of quantitative test plans for a fairly large number of stochastic parameters can take quite a lot of time and distract researchers from other important tasks. Automation of the calculating processes of the number of experiments repetitions and determining the quality of the received estimates of stochastic parameters is aimed at minimizing time losses and possible errors. The article considers the issue of creating a module for planning the quality of stochastic value estimates. It is expected to be implemented as a part of the information system for supporting weapons and military equipment tests. In order to form a functional scheme, the cases of the need to calculate the number of repetitions of the experiment when measuring stochastic quantities and the cases of the need to form indicators of the quality of the stochastic quantity assessment were formalized. The information links of the assessment quality planning module with the components of the conceptual model of the test support information system have been defined and specified. The algorithm for the functioning of the stochastic value estimation quality planning module is proposed, which is aimed at maximum automation of computing operations and minimal operator intervention both in determining the number of experiments when measuring the stochastic parameters of a sample, and when setting the quality parameters of stochastic value estimation. It is assumed that the implementation of the quality planning module as part of the test support information system will significantly reduce the time spent on calculation operations, will provide support for the production process of test engineers for test planning and evaluation of the obtained results, will significantly simplify communications at the stages of approval and correction of test methods, drawing up the program tests, formation of a test plan, and also creates an opportunity to shorten a series of tests under certain conditions.
