One of the important areas of support and development of the state's defense capabilities is to equip the armed forces with modern armament and military equipment (AME). In recent years, due to the situation in eastern Ukraine, there has been a significant increase in the pace of development and adoption of the newest models of AME. The process of harmonizing national standards with NATO standards also contributes to this. Naturally, it causes an increase in the need for timely and high-quality testing of AME samples. Accordingly, the task of improving the efficiency of all processes that accompany the testing of defense products is urgent. The article considers the problem of practical development of information system for support of tests of AME, the purpose of which is to automate information processes in the preparation and conduct of tests, which should reduce time and labor costs at all stages of testing. Based on the previously substantiated spiral model of software product development and the concept of building an information system for test support, a step-by-step plan for the implementation of the information system is proposed. The system of requirements to the prototype of the information system with limited functionality is formulated, according to which the rating estimation of need and possibility of prioritized realization of the basic functional modules of the information system is carried out. Based on the requirement of functional connectivity of the modules, the information system composition on the next turn of the life cycle spiral model is substantiated. The step-by-step approach during creation and provisioning of databases and data registers with information are considered. As the information system develops, the transition to an incremental model of software product development is not excluded. It is expected that the automation of information processes related to the planning and conducting of tests, as well as the processing of test results and preparation of reporting documentation can positively impact the overall efficiency of the organization and conducting of tests, as well as ensure the proper quality of results.
The article considers the problem of organizing the process of testing samples of weapons and military equipment in terms of selection and appointment for testing of engineering and testing personnel. A mechanism for the distribution of personnel is proposed, which should be an integral part of the automated information system for supporting the testing of weapons and military equipment. Based on the functional modeling of the test system, the main processes to which the personnel of the test organization are involved are detailed. The basic principles of personnel involvement, which can influence the system of appointment and distribution of test engineers at different stages of testing, are formulated. The mechanism is based on the tools of project management personnel management. Structural and functional schemes of the subsystem of personnel appointment at different stages of formation of a team of testers are offered. The expected beneficial effect of automating the appointment of personnel during mass tests is to reduce the time associated with the appointment of the team and the preparation of relevant guidance and accompanying documents, ensuring the best match between the tasks of testing samples of weapons and testers, establishing an effective system of analysis and assessment of compliance of individual competencies of the staff of test engineers.
The urgency for timely and high-quality provision of the process of testing armaments and military equipment is determined by the constant need to rearm and equip the Armed Forces of Ukraine with advanced specimens of combat equipment, which is one of the components of proper national defence capability. The worsening of this problem in recent years was due to the hybrid aggression of the Russian Federation, which has led to the intensification of the processes for the development of modern military equipment and the acceleration of the army’s rearmament processes. This led to an increase in the flow of technical specimens requiring testing, which in turn led to an increase in the efficiency of mass testing. In addition to other measures, the automation of all information processes accompanying the test can increase the capacity. The pre-project phase of the development of an information system to accompany the testing of armament and military equipment is considered in the article. On the basis of the legislative acts in force and normative and methodical documents the functional decomposition of the standard sample test processes to the depth of 3-4 hierarchical levels has been carried out. Functional decomposition of the test system was performed by SADT technology, namely the IDEF0 functional modeling technique. This allowed obtaining a list of data flows circulating in the test system. The analysis of information flows is carried out, namely the type of information connection between functions, the need for information support at different stages of the test, the importance of the information resources for the testing phase, the need for information array of scientific, methodological, regulatory data. An assessment was made of the inter-system connectivity of the testing processes, taking into account the type of inter-functional communication. It is expected that the introduction of an information tracking system for the testing of armament and military equipment could significantly increase the capacity of the testing organization while ensuring the quality of the results obtained.
At present, the problem of ensuring the effective functioning of the testing institute when a significant number of samples of armaments and military equipment are tested continues to be relevant. Given the situation in eastern Ukraine and the urgent need for rearmament and modernization of the Armed Forces, the load on the test facility should not be expected to decrease. Improving the efficiency of all processes that accompany the testing is possible due to the automation of information processes, which should lead to a reduction in time and labor costs at all stages of the testing. The article considers the problem of practical development of the information system of support of tests of armaments and military equipment. Known models of the software development process that can be used in the development of information system for testing support are presented and characterized. The basic moments and features of realization of the information system of support of tests are defined and analyzed. A list of criteria that are crucial in choosing a model of the software development process is formed. To assess the acceptability of the model, a SWOT analysis is used with a score of the strengths and weaknesses of the model, opportunities and risks of implementing a test support information system. Potential opportunities and risks in the implementation of the information system are determined by the existing staff of the testing institution, taking into account their specialty and experience in the implementation of information systems. The model of information system development is chosen according to the maximum value of aggregate numerical estimates of SWOT analysis. It is expected that the chosen spiral model will minimize the risks of implementing an information system to support the testing of weapons and military equipment, and the development of the software product will involve the creation of prototypes with increasing functionality. As the information system develops, the transition to an incremental model of software product development is not excluded.
